The Coxswain Grade 3 is a domestic qualification for operating in Australian waters, allowing you to operate a vessel less than 12 metres for specified purposes in specified waters.

The Coxswain Grade 3 will allow an individual to

 

Command and operate engines of a vessel <12 m long that is not carrying more than 6 persons including crew and master (unless a tender) and within 1nm from shore or a parent vessel.
  • If carrying passengers – only in daylight hours. 
  • With propulsion power under 100 kW for an inboard engine and under 250 kW for an outboard engine 
  • If the vessel is a tender that has a parent vessel, and the tender is capable of communicating with the parent vessel then the tender may operate within 1nm of the parent vessel and in line of sight of the parent vessel. This may be increased to 3nm for a person who satisfies eligibility requirements
For non-tender vessels a Coxswain Grade 3 NC COC may operate within:
  • a marina; 
  • a mooring area in sight and communication of a marina; 
  • inland waters; 
  • smooth waters; 
  • waters within 1nm of shore; 
  • waters:
    • of an aquaculture lease approved by a State or Territory; or 
    • approved by a State or Territory for daily transit to and from an aquaculture lease; or 
    • within 1nm of a State or Territory approved aquaculture lease; 
  • waters within 250 m of a structure fixed to the shore. 
Command and operate engines of a vessel <12 m long:
 
  • that is used only for towing people; and 
  • with propulsion power for an inboard or outboard engine of < 500 kW; and 
  • in waters approved as a water ski area by a State or Territory authority; and 
  • in daylight hours only, and 
  • only within Australia’s EEZ.
This statement of attainment is offered over a 12 month period through a blended delivery model of face-to-face and online training and assessment. This course can be completed prior to the 12 month period.
 

02.1 Face-to-Face

The face-to-face component of this course is delivered over a two day workshop. During the two days you will complete training with, formative and summative assessment activities in the following environments:
Classroom
On board Paradigm Training Group vessels ranging from 5 to 18 Metres
 

02.2 Online

Online activities consist of:
Multiple choice and other formative assessment questions
Reading learning materials
Reviewing slideshows and videos
Video, email, text and phone conversations with Trainers and Assessors

Prior to commencement of the face-to-face component of the course, online pre-learning and formative assessment activities must be completed. You will have online support from their trainer and assessor throughout the duration of the course.

You are welcome to attend more than one face-to-face workshop during the 12 month program if you would like extra learning or if the trainer and assessor has identified that you need extra time in order to gain competence. Extra workshops incur no further costs and are included in your original course fee/s.
You will need a computer or tablet with internet access for the online components of this program.
 

03.1 Vessel Handling

Students MUST wear appropriate clothing and enclosed footwear must be worn at all times while on training vessels.

 
The above resources are not included in the course fee and must be purchased or provided separately.
In order to successfully complete this statement of attainment and gain your Coxswain Grade 3, you must demonstrate competency in all unit knowledge and skill requirements.

If you are unable to demonstrate competence in any of your unit activities or during the two day face-to-face workshop, you will be invited to attend further workshops where you will be provided with support and further opportunities, for practice and to demonstrate the required competency/s.
Pathways you may take from this skills set include:

  MAR10418 Certificate I in Maritime Operations (Coxswain Grade 2 Near Coastal)
  MAR20321 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal)
  MAR30921 Certificate III in Maritime Operations (Master <24 metres Near Coastal)
  MAR40320 Certificate IV in Maritime Operations (Master up to 45 metres Near Coastal)
 
The Coxswain Grade 3 is regulated by Australian Maritime Safety Authority (AMSA).

To successfully gain your Coxswain Grade 3  you will also need to:
  • Be at least 16 years of age when the certificate is issued; 
  • Be able to speak and understand English, including written documents
  • If you need to provide sea service, it should be in the form of a:
    • Record of sea service form 771
    • Letter from the vessel operator, owner, master or chief engineer. 
  • Evidence of medical fitness (including eyesight requirements):
    • Certificate of medical fitness for domestic seafarers form 1850
    • Or current AMSA medical (Certificate of medical fitness form 303)
  • ​Complete the following units from the MAR Maritime Training Package at a Registered Training Organisation:
    • MARI003 Comply with regulations to ensure safe operation of a vessel up to 12 metres
    • MARK007 Handle a vessel up to 12 metres
    • MARN008 Apply seamanship skills aboard a vessel up to 12 metres
  • Complete a HLTAID011 unit of competency - Provide first aid or equivalent course. If this is not included the applicant will be restricted to marina and mooring operations
Possible restriction - If the person is colour vision deficient, the certificate will be restricted to operating only within daylight hours. 

07.1 Credit Transfer

If you have completed any single or multiple units in this qualification and can provide evidence in the form of a certificate and transcript issued by a Registered Training Organisation (RTO) or educational body, you may be eligible for credit transfer. You should consult with PTG for advice on this process.
 

07.2 Recognition of Prior Learning (RPL)

RPL recognises your existing experience gained through life or work for which you may not have obtained a formal qualification. If you are able to supply valid, sufficient, current and authentic evidence of having the skills and knowledge required for any or all of the required units for this qualification, you may be eligible for RPL and should consult with PTG for advice on this process.
This qualification is made up of 3 units of competency:

Begin Operating as a Coxswain Grade 3

Lodge an application at Australia Post:
  • Complete a CoC application form 426 online or download a pdf version and then complete it
  • Attach a copies of all required documents
  • Sign the declaration
  • Submit your application and pay a fee at an AMSA-contracted Australia Post outlet
  • Provide proof of identity when you lodge your application. Australia Post will take your photograph for your application. 
AMSA may request reasonable evidence to confirm or verify any of the information provided as part of the application.
 

Course Fee - $850.00 and an additional $135 if HLTAID011 Provide first aid is required

Find the administration team, Business/ Leadership/ Work Health and Safety and First Aid trainers in our office and training rooms in Building J01A of the South Yard, a short walk from Espresso Twenty5 and Boatworks Car Museum.

Our maritime training rooms are also located in the South Yard, opposite The Boat Works administration office and slipway at A-05 on the waterside of Hanger H.
