Embark on a maritime career with the Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal). Whether your ambition is to steer a vessel with unlimited outboard engine power or operate an inboard engine up to 500 kW within inshore or designated waters, this qualification provides the essential skills and knowledge for proficient and safe vessel operation. This qualification not only sets the foundation for your career on the water but also opens the door to a range of opportunities within the exclusive economic zone (EEZ) up to 3 nautical miles from a parent vessel.
This qualification is required to obtain an AMSA certificate of competency as a Coxswain Grade 1 NC as defined in the Marine Order 505.This qualification applies to people working in the maritime industry seeking an Australian Maritime Safety Authority (AMSA) certificate of competency to:
1. Command, and operate the engines, of a vessel <12 m long:
(a) in inshore waters, or in waters designated for a specific purpose by a State or Territory authority in which it permits holders of this certificate to operate, subject to any conditions that it may impose; and
(b) with propulsion power:
(i) for an inboard engine — <500 kW; or
(ii) for an outboard engine — unlimited
2. Command, and operate the engines, of the vessel <12 m long:
(a) as a tender within 3 n mile of the parent vessel
(b) with propulsion power:
(i) for an inboard engine — <500 kW; or
(ii) for an outboard engine — unlimited
3. Act as chief mate or deck watchkeeper on a vessel <24 m long in inshore waters
4. Undertake the duties and perform the functions of a General Purpose Hand NC, a Coxswain Grade 3 NC and Coxswain Grade 2 NC.
This qualification is offered over a 12-month period through a blended delivery model of face-to-face and online training and assessment. The face-to-face component is delivered over a seven-day workshop, including classroom training, onboard training, firefighting simulations, and safety at sea drills. Prior to commencement of the face-to-face component of the course, online pre-learning and formative assessment activities must be completed. You will have online support from trainers and assessors throughout the duration of the course.
Please note: If you are able to supply evidence of holding a current HLTAID011 Provide First Aid certificate you will only need to attend six of the seven days. You are welcome to attend more than one face-to-face workshop during the 12-month program if you would like extra learning or if the trainer and assessor has identified that you need extra time in order to gain competence. Extra workshops incur no further costs and are included in your original course fee/s.

In order to successfully complete this qualification and gain your Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal), you must demonstrate competency in all unit knowledge and skill requirements. If you are unable to demonstrate competency in any of your unit activities or during the seven-day face-to-face workshop, you will be invited to attend further workshops where you will be provided with support and further opportunities for practice and to demonstrate the required competencies.

The Coxswain Grade 1 Near Coastal Certificate of Competence is issued by AMSA. Requirements include sea service, practical assessment, radio certificate, first aid certificate, eyesight test, and medical fitness.
In addition to your successful completion of the MAR20324 - Certificate II in Maritime Operations (Coxswain Grade I Near Coastal) with PTG, to successfully gain your Coxswain Grade 1 License you will also need to:
The ICoC is a 60-day interim license issued by PTG to seafarers who have successfully completed their licensing requirements. What is Career Start?
Career Start provides individuals with the skills and support to start their career. The program provides training to help individuals find a job and supports those already employed to move into more skilled roles or full-time employment, including after completing an apprenticeship or traineeship. Career Start supports delivery of entry level training to students, apprentices and trainees aligned with the skill outcomes required by industry. Career Start offers either a general training pathway or employment-based apprenticeship or traineeship pathway.
Under Career Start, an individual may access up to two subsidised training places through one of the following options:
In addition, under Career Start, individuals may access one subsidised introductory-level skill set.
An individual cannot do two general pathway qualifications under Career Start. This is to ensure equitable access for all eligible Queenslanders to a training opportunity.
DTET may amend student eligibility requirements at any time based on factors such as budget, emerging priorities, and the need to ensure a pipeline of workers for critical occupations and improved access to job opportunities for identified priority cohorts.
