Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) User Choice

Embark on a maritime career with the Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal). This qualification is tailored for individuals aiming to navigate the challenges of the maritime industry, offering the expertise to command vessels up to 12 meters in length. Whether your ambition is to steer a vessel with unlimited outboard engine power or operate an inboard engine up to 500 kW within inshore or designated waters, this qualification provides the essential skills and knowledge for proficient and safe vessel operation. This qualification not only sets the foundation for your career on the water but also opens the door to a range of opportunities within the exclusive economic zone (EEZ) up to 3 nautical miles from a parent vessel.

This qualification is required to obtain an AMSA certificate of competency as a Coxswain Grade 1 NC as defined in the National Standard for Commercial Vessels (NSCV) Part D and Marine Order 505. 
 
This program is supported under the Queensland Government User Choice (Traineeship) Program. Eligible students may undertake this program utilising User Choice funding. Fees for traineeships are calculated based on the type of traineeship being undertaken, please contact PTG for information regarding these fees. This qualification applies to people working in the maritime industry seeking an Australian Maritime Safety Authority (AMSA) certificate of competency to:

1. Command, and operate the engines, of a vessel <12 m long:
    (a) in inshore waters, or in waters designated for a specific purpose by a State or Territory authority in which it permits holders of this certificate to operate, subject to any conditions that it may impose; and
    (b) with propulsion power:
         (i) for an inboard engine — <500 kW; or
         (ii) for an outboard engine — unlimited
2. Command, and operate the engines, of the vessel <12 m long:
    (a) as a tender within 3 n mile of the parent vessel     
    (b) with propulsion power:
         (i) for an inboard engine — <500 kW; or
         (ii) for an outboard engine — unlimited
3. Act as chief mate or deck watchkeeper on a vessel <24 m long in inshore waters
4. Undertake the duties and perform the functions of a General Purpose Hand NC, a Coxswain Grade 3 NC and Coxswain Grade 2 NC.

This qualification is offered over a 12-month period through a blended delivery model of face-to-face and online training and assessment. The face-to-face component is delivered over a seven-day workshop, including classroom training, onboard training, firefighting simulations, and safety at sea drills. Prior to commencement of the face-to-face component of the course, online pre-learning and formative assessment activities must be completed. You will have online support from trainers and assessors throughout the duration of the course.

Please note: If you are able to supply evidence of holding a current HLTAID011 Provide First Aid certificate you will only need to attend six of the seven days. You are welcome to attend more than one face-to-face workshop during the 12-month program if you would like extra learning or if the trainer and assessor has identified that you need extra time in order to gain competence. Extra workshops incur no further costs and are included in your original course fee/s.

Face-to-Face Workshop
The face-to-face component of this course is delivered over a seven-day workshop. During the seven days you will complete training with formative and summative assessment activities in the following environments:

  • Classroom
  • On board vessels ranging from 5 to 18 metres
  • Fire fighting simulations
  • Safety at sea drills in sheltered waters

Online Activities
These consist of:

  • Multiple choice and other formative assessment questions
  • Reading learning materials
  • Reviewing slideshows and videos
  • Video, email, text and phone conversations with Trainers and Assessors

You will need a computer or tablet with internet access for the online components of this program.

Other resources that you will require for workshop days include: 

  • Fire training: long pants, long sleeved shirt and closed shoes MUST be worn. Personal Protective Equipment (P.P.E.) will be provided by PTG - Eye protection, gloves et cetera.
  • Safety at sea: swimwear and towel are required. You may consider bringing a spare change of clothes. Sunscreen MUST be worn for Safety at Sea units.
  • Vessel handling: Students MUST wear appropriate clothing and enclosed footwear at all times while on training vessels.

These resources are not included in the course fee and must be purchased or provided separately.

In order to successfully complete this qualification and gain your Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal), you must demonstrate competency in all unit knowledge and skill requirements. If you are unable to demonstrate competency in any of your unit activities or during the seven-day face-to-face workshop, you will be invited to attend further workshops where you will be provided with support and further opportunities for practice and to demonstrate the required competencies.

Language, Literacy and Numeracy (LLN)

It is a requirement that all students wishing to enrol in this course under the User Choice program complete a short Language Literacy and Numeracy (LLN) Exam. Please complete the short LLN exam by clicking HERE. This must be done prior to your enrolment being finalised.

Pathways from this qualification include:

  • MAR30921 Certificate III in Maritime Operations - Master up to 24 Metres Near Coastal
  • MAR30821 Certificate III in Maritime Operations - Marine Engine Driver Grade 2 Near Coastal.
  • Credit Transfer: If you have completed any single or multiple units in this qualification and can provide evidence in the form of a certificate and transcript issued by a Registered Training Organisation (RTO) or educational body, you may be eligible for credit transfer. You should consult with PTG for advice on this process.
  • Recognition of Prior Learning: RPL recognises your existing experience gained through life or work for which you may not have obtained a formal qualification. If you are able to supply valid, sufficient, current and authentic evidence of having the skills and knowledge required for any or all of the required units for this qualification, you may be eligible for RPL and should consult with PTG for advice on this process.

This qualification includes 13 units of competency covering first aid, vessel operation, safety, and navigation. These units include: 

  • HLTAID011 Provide first aid
  • MARB027 Perform basic servicing and maintenance of main propulsion unit and auxiliary systems
  • MARC037 Operate inboard and outboard motors
  • MARC038 Operate main propulsion unit and auxiliary systems
  • MARF027 Apply basic survival skills in the event of vessel abandonment
  • MARF028 Follow procedures to minimise and fight fires on board a vessel
  • MARF029 Meet work health and safety requirements
  • MARF030 Survive at sea using survival craft
  • MARH013 Plan and navigate a passage for a vessel up to 12 metres
  • MARI003 Comply with regulations to ensure safe operation of a vessel up to 12 metres
  • MARJ006 Follow environmental work practices
  • MARK007 Handle a vessel up to 12 metres
  • MARN008 Apply seamanship on a vessel up to 12 metres

The Coxswain Grade 1 Near Coastal Certificate of Competence is issued by AMSA. Requirements include sea service, practical assessment, radio certificate, first aid certificate, eyesight test, and medical fitness.

In addition to your successful completion of the MAR20321 - Certificate II in Maritime Operations (Coxswain Grade I Near Coastal) with PTG, to successfully gain your Coxswain Grade 1 License you will also need to:

  1. Obtain qualifying sea service - 30 days qualifying sea service and a completed AMSA approved task book;OR 150 days qualifying sea service - on commercial or recreational vessels without an AMSA task book.
  2. Complete an AMSA Mandated Practical Assessment (AMPA).
  3. Complete an appropriate Marine Radio Certificate of Proficiency (LROCP, SROCP or AWQ).
  4. Complete a HLTAID011 Provide First Aid course and supply your certificate.
  5. Complete Certificate of Competency Application, AMSA form 426.
  6. Complete a Certificate of Medical Fitness for a Domestic Marine Qualification, AMSA document 1850.
People seeking licensing certification should read Part D of the National Standard for Commercial Vessels or Marine Order 505 for licensing and sea service requirements.
As of 1st July 2018, the AMSA final assessment (AMSA orals) was replaced by the AMSA Maritime Practical Assessment (AMPA) final assessment. The AMPA was designed to replace the oral examination process with a practical approach to licensing assessment. The purpose of the AMPA is to assess an individual competency against the performance requirements of a specific AMSA license outcome. The AMPA is delivered by Paradigm Training Group (PTG) in accordance with AMSA regulations to allow students to successfully complete their AMSA final assessment and gain their low complexity interim certificate of competency (Interim license) prior to submitting the required licensing evidence to AMSA for processing.

How do you Complete the AMPA?
If you are a new Paradigm learner enrolling into a maritime qualification and have selected the option to complete an AMPA, you will have the opportunity to do so as part of your seven-day maritime training and assessment workshop. Please note, the seven days are a minimum requirement. If you have previously completed a maritime qualification with another RTO and would like to complete an AMPA for Coxswain Grade 1 the following will apply:

Attend a maritime training and assessment workshop for a minimum of two days, where you will be assessed against the required competencies.

If during the initial assessment you are found to be Not Yet Competent, you will have the opportunity to:
  • Remain for the rest of the workshop and continue your assessment until found competent, OR
  • Book into a later workshop and be re-assessed.

The ICoC is a 60-day interim license issued by PTG to seafarers who have successfully completed their licensing requirements. To complete your ICoC you are required to book an appointment with PTG to have your documents checked and verified.  As a Skills Assure Supplier (SAS) Registered Training Organisation (RTO), we offer this qualification under the User Choice program, enabling eligible participants to access subsidized training options. Student Contribution Fee: $788.80 (calculated at a $1.60 per nominal hour)

Employer Contribution Fee: $500.00

AMPA Fee (optional* - dependent on license requirement): $500.00. 
$500.00 is due upon enrolment for those wishing to undertake the AMSA Mandated Practical Assessment (AMPA) and gain a low complexity interim certificate of competency (ICoC).
Total Fee: $1,788.80
Each enrolment will have the AMPA and ICoC included in fees payable. If you do not wish to undertake the AMPA or ICoC as part of the course, please contact PTG.

  • $1,172.00 course fee deposit.
  • $500.00 AMPA and ICOC fee (This can be paid at any time prior to your AMPA) - Optional*.
  • The Employer Fee is due on enrolment.

  • AMPA Fee (optional*- dependent on license requirement): $500.00 (payable by employer or student). The full fee is due upon enrolment for those wishing to undertake the AMSA Mandated Practical Assessment (AMPA) and gain a low complexity interim certificate of competency (ICoC).

Total Fee: $500.00 (AMPA fee only).
