A Registered Training Organisation (RTO) is an approved provider that delivers and assesses nationally recognised training. Only an RTO can issue qualifications and statements of attainment that are part of the Australian Qualifications Framework (AQF).

To become registered, training providers must meet the requirements of the Standards for RTOs as regulated by the Australian Skills Quality Authority (ASQA) or, in some cases, by a state regulator in non-referring jurisdictions. These standards ensure the integrity and quality of vocational education and training across Australia.

Being an RTO means that Paradigm Training Group is authorised to deliver accredited training and assessment that meets national compliance and quality benchmarks.

Paradigm Training Group is approved as a Skills Assure Supplier (SAS) and Registered Training Organisation (RTO) to deliver a range of nationally recognised qualifications and skill sets.

Paradigm Training Group courses are delivered using a blended learning model, combining online theory with practical face-to-face workshops. This approach provides flexibility while ensuring students gain both knowledge and hands-on skills.

Online Learning (Theory Component)

  • All theory is delivered through our Learning Management System (LMS), aXcelerate, which is accessible 24/7.
  • Students can complete their theory lessons and submit assessments directly through the LMS.
  • Trainer support is available throughout the online study phase by contacting Paradigm Training Group directly via phone during business hours 9am-5pm or by e-mail.

Face-to-Face Workshops (Practical Component)

  • Once theory requirements are completed, students contact Paradigm Training Group to book their practical workshop.
  • Depending on the course, workshops may run for up to seven days.
  • During workshops, students train alongside others under the guidance of a qualified trainer/assessor.
  • The trainer delivers practical instruction and then conducts assessment in line with course requirements.
  • Workshops are conducted in a supportive and encouraging environment designed to prepare students for real-world application.

Workshop Scheduling

Upcoming workshop dates are published on the Paradigm Training Group calendar. If specific dates are not listed, students can contact Paradigm Training Group directly to confirm workshop availability and scheduling.

Recognition of Prior Learning (RPL) is a formal assessment process that allows students to gain credit towards a nationally recognised qualification by demonstrating that they already hold the skills and knowledge required for specific units of competency.

  • RPL may be granted where a student can provide sufficient and valid evidence that they have previously achieved the required learning outcomes through:
  • Prior study or training (e.g., certificates, statements of attainment, or transcripts), and/or

Relevant work experience or other evidence of competence.

The RPL process:

  1. Students considering RPL should contact Paradigm Training Group to discuss their experience and evidence.
  2. An Application for RPL Kit will be provided to guide students in preparing their evidence.
  3. Completed applications, with supporting evidence attached, must be submitted to PTG for assessment.
  4. Evidence will be reviewed by a qualified assessor in accordance with RTO standards. Additional information may be requested if required.
  5. Students will be formally advised of the outcome — whether RPL has been granted, denied, or whether further evidence is required.

RPL is available for all courses on Paradigm Training Group’s scope of registration, provided sufficient evidence is supplied.

Nationally recognised training refers to vocational education and training (VET) that is formally recognised across all Australian states and territories. It ensures that qualifications and statements of attainment issued by a Registered Training Organisation (RTO) are accepted throughout Australia.

Key features include:

  • Recognition of qualifications and statements of attainment – Certificates and statements issued under the Australian Qualifications Framework (AQF) by an RTO are valid nationwide.
  • Consistency across the VET sector – Training and assessment outcomes are recognised by employers, industry, and other training providers across Australia.
  • Use of the nationally recognised training logo – This logo appears only on AQF qualifications and statements of attainment issued by an RTO, and only for training within the RTO’s scope of registration.

By studying with an RTO such as Paradigm Training Group, students can be assured that their training is nationally recognised and compliant with the AQF.

Paradigm Training Group engages trainers and assessors who meet and maintain the nationally required standards for vocational education and training delivery in Australia. All PTG trainers and assessors hold:

  • A current Certificate IV in Training and Assessment (TAE40116 or its successor qualification, TAE40122), ensuring they possess the recognised skills and knowledge to deliver training, conduct assessment, and support learners in accordance with the VET Quality Framework
  • Industry-relevant vocational qualifications that are directly aligned with the courses they deliver. This ensures that each trainer and assessor has the technical competency required to train and assess learners to the standard expected in their specific field.
  • Current industry currency and professional practice, maintained through regular engagement with workplaces, professional development activities, consultation with industry partners, and updates related to new technologies, procedures, and regulatory changes.
  • Ongoing compliance with assessor requirements, including demonstrated vocational competency at least to the level being delivered and assessed, as well as a commitment to maintaining contemporary knowledge of training and assessment practices.

This combination of pedagogical expertise, vocational qualification, and active industry engagement ensures PTG trainers and assessors provide training and assessment that is both accurate and aligned with current industry standards and expectations.

After enrolment, Paradigm Training Group sends students an email containing instructions to create or activate their aXcelerate Student Portal account. This email includes a link that allows learners to set up their own login credentials.

Students can also access the portal at any time by visiting the direct login page:

Once logged in, learners can view their enrolment information, access learning resources, monitor their course progress, and review assessment outcomes.

If you have difficulty setting up your account or require assistance accessing the portal, the PTG administration team can provide support.

Refunds are managed in accordance with Paradigm Training Group’s formal Refund Policy, which outlines the circumstances under which refunds may be granted and the process for submitting a request.

Some qualifications delivered by Paradigm Training Group do require learners to meet specific prerequisites before commencing training. These may include prior knowledge, existing certifications, industry experience, or other entry requirements relevant to the qualification.

Paradigm Training Group provides all necessary learner resources and assessment materials required to complete your chosen course. These may include:

  • Learner guides and workbooks

  • Assessment tasks and instructions

  • Supplementary reference materials

  • Access to online learning content (where applicable)

  • Templates, forms, and practical activity sheets relevant to the qualification

All resources are supplied as part of your enrolment to ensure you have the information and tools needed to successfully participate in training and complete your assessments.

Paradigm Training Group manages all cancellations in accordance with its formal Cancellation Policy, which outlines the conditions, timeframes, and procedures related to withdrawing from a course.

Paradigm Training Group is a registered training organisation operating under the RTO Provider Number 41059. This registration is issued by the Australian Skills Quality Authority (ASQA) and confirms PTG’s authority to deliver nationally recognised training and assessment services.

Students can verify PTG’s registration and scope of delivery via the national training register at training.gov.au.

Paradigm Training Group is a vocational education and training provider and does not offer employment or job placement services. While PTG does not arrange employment for graduates, the training delivered is designed to equip learners with the skills, knowledge, and industry-relevant competencies that support future employment opportunities.

Students are encouraged to use the skills and qualifications gained through PTG to pursue roles within their chosen industry. PTG staff can provide general guidance about industry expectations, but formal employment assistance is not part of PTG’s services.

A member of the PTG team will respond and provide the assistance you need, whether it relates to course content, assessment requirements, study expectations, or general learning support.

After receiving your Course Completion Certificate from Paradigm Training Group, you must apply for a Certificate of Competency through AMSA. Visit the AMSA website at:
Certificate of competency application (form 426) | Australian Maritime Safety Authority

Application fee: For a new near-coastal certificate of competency the current application fee is AUD $184 (as indexed from 1 July 2025) for many categories.

Process and required supporting documents:

  1. Download and complete “Form 426 – Certificate of Competency Application”. This form will have a list of required documentation and supporting evidence that will need to be submitted with the application form.

  2. Lodge in person at a participating Australia Post retail outlet, along with proof of identity and payment.

  3. Attach copies of required supporting documents – typically:

    • Proof of identity (e.g., driver license, passport)

    • Passport-style photograph (taken at Australia Post or attached)

    • Course Completion Certificate issued by PTG

    • Copy of the front page of the AMSA Mandated Practical Assessment (AMPA) signed by both PTG Trainer and Student (if applicable)

    • Sea-service records (if applicable) verifying required hours

    • Medical fitness certificate (if required for the category)

    • First-aid statement of attainment or other endorsements (if required)

    • Radio license (if applicable)
    • Any previous certificate of competency or endorsements being replaced or updated

Once your application and documents are verified, AMSA will issue a certificate of competency or contact you for further steps if required.

After receiving your Statement of Attainment Certificate from Paradigm Training Group, you must apply for a Radio License through the Australian Maritime College (AMC). The application process begins on the AMC website:

From there, download the Unit of Competency application form, complete all required sections, and attach a passport-style photograph and a copy of your identification. You must also record your payment receipt number on the form.

The current (Nov 2025) application fee is AUD $53.90, payable through the University of Tasmania payment portal.

Once your form is complete, submit it to AMC by email or post along with all required documents.

Paradigm Training Group issues certificates once all course requirements have been met. This includes successfully completing all online theory assessments as well as participating in and achieving a satisfactory result in the practical workshop.

Certificates are generally issued at the end of the month in which the student has completed both components. If any outstanding tasks remain, the certificate will be issued at the end of the month in which all requirements are finalised.

If you require confirmation of your status or have questions about certificate timeframes, PTG’s administration team can assist.

Once you have submitted your AMSA Certificate of Competency application (Form 426) at Australia Post, you may apply to Paradigm Training Group for an Interim Certificate of Competency (ICoC).

To request an ICoC, you must provide PTG with copies of all documents you submitted to AMSA, including:

  • Your completed Form 426

  • All supporting documents lodged with the application

  • A copy of the payment receipt issued at Australia Post

Once PTG has received all required documents, the ICoC request is forwarded to the appropriate trainer for signing. After it has been signed and processed, the ICoC will be issued to you.
