Skill Set Overview

The MARSS00008 Shipboard Safety Skill Set is a nationally recognised skill set from the MAR Maritime Training Package. It reflects the work required by people who need to complete shipboard-safety units of competency required by the Australian Maritime Safety Authority (AMSA) for particular maritime roles, training pathways or certification requirements.

The skill set develops practical capability to respond to common shipboard hazards and emergencies, including:

  • Minimising fire risk and responding to fires on board a vessel.
  • Applying maritime work health and safety procedures.
  • Preparing for and responding to vessel abandonment.
  • Using survival craft and associated survival equipment.
  • Applying basic survival skills after abandoning a vessel.
National Register description
MARSS00008 contains four shipboard-safety units and contributes to a range of qualifications in the MAR Maritime Training Package.
Important - this skill set is not an AMSA Certificate of Competency
Completion of MARSS00008 does not by itself authorise a person to work in every role on a domestic commercial vessel and does not itself issue a General Purpose Hand, Coxswain, Master or Marine Engine Driver Certificate of Competency. The qualification or certification required depends on the person's duties, vessel, operating area and current AMSA requirements.

Who Is This Skill Set For?

MARSS00008 may be suitable for people who need shipboard-safety competencies for maritime employment, further maritime study or an AMSA-related training pathway.

Potential Uses
  • Develop shipboard emergency-response capability.
  • Complete safety units required within a broader MAR qualification.
  • Support progression toward certain AMSA maritime certification pathways.
  • Provide evidence of current competency in the four included units where relevant.
Check Before Enrolling
  • The maritime role you intend to perform.
  • The vessel type and operating area.
  • Whether a full qualification is required instead.
  • Whether first aid, radio, sea service, medical or other requirements also apply.
Example - General Purpose Hand
A person seeking an AMSA General Purpose Hand Near Coastal Certificate of Competency must complete the applicable full Certificate I in Maritime Operations (General Purpose Hand Near Coastal), as well as AMSA's current age, English-language, medical, sea-service and first-aid requirements. MARSS00008 by itself is not the complete GPH training requirement.
Skill Set Delivery

PTG offers MARSS00008 through a blended delivery model combining online pre-learning, trainer-supported study, a face-to-face practical workshop and competency-based assessment.

1
Online Pre-Learning
Learning resources and theory assessment
2
Practical Workshop
One practical day
3
Assessment
Practical assessment
Enrolment period: up to six months
Students are provided up to six months to complete the required learning and assessment activities. The skill set may be completed earlier where the student completes the required activities and demonstrates competency sooner.
Online pre-learning must be completed as directed
Online pre-learning and formative activities identified by PTG must be completed before the applicable face-to-face practical and assessment activities.
Practical workshop environments may include:
  • Classroom-based safety training and assessment.
  • Approved PTG training vessels.
  • Firefighting simulation activities.
  • Safety-at-sea and survival drills in an appropriate aquatic environment.
Further training and assessment support
Where additional learning, practice or evidence is required, PTG may arrange further training or assessment opportunities in accordance with the student's needs and PTG policies. Additional attendance does not alter competency requirements and does not guarantee a successful outcome.
Practical Training and Assessment

MARSS00008 contains safety-critical competencies. Students must actively participate in practical training and assessment relevant to the four units.

Firefighting and WHS
  • Identify fire hazards and fire-prevention measures.
  • Respond to shipboard fire scenarios.
  • Use appropriate firefighting equipment and PPE.
  • Apply maritime work health and safety procedures.
  • Identify and respond to hazards and risks.
Survival and Abandonment
  • Respond appropriately to vessel-abandonment situations.
  • Use personal survival and lifesaving equipment.
  • Participate in water-based survival activities.
  • Use survival craft and associated equipment.
  • Apply survival procedures while awaiting rescue.
Competency-based assessment
Attendance alone does not result in a competent outcome. Students must satisfactorily demonstrate all applicable knowledge and practical requirements for each of the four units.
Entry and Pre-Enrolment

The National Register does not specify a formal entry requirement for MARSS00008, and the four included units do not list prerequisite units. Before enrolment is finalised, PTG reviews whether the skill set, blended delivery model, practical requirements and available support are suitable for the prospective student.

Suitability Review
  • Reason for undertaking the skill set.
  • Existing maritime, vessel or safety experience.
  • Previous qualifications or units of competency.
  • Intended employment, further-study or AMSA outcome.
Learning and Participation
  • Language, literacy and numeracy proficiency.
  • Digital literacy and access to suitable technology.
  • Ability to safely participate in firefighting activities.
  • Ability to participate in water-based survival activities.
  • Support or reasonable-adjustment requirements.
Tell PTG about anything that may affect safe participation.
Practical safety training can involve physical exertion, firefighting activities, wearing safety equipment, entering or remaining in water and participating in survival-craft activities. PTG should be advised before training of any circumstance that may affect safe participation so that appropriate support or reasonable adjustment can be considered.
Reasonable adjustment has limits.
Adjustment may be considered where it does not remove required competency outcomes, compromise the validity of assessment, create an unacceptable safety risk or conflict with applicable regulatory requirements.

Students must provide a valid Unique Student Identifier (USI) before nationally recognised certification documentation can be issued, unless a lawful exemption applies.

Certification Issued by PTG

A student assessed as competent in all four units will receive nationally recognised AQF certification documentation for the skill set.

Nationally Recognised Statement of Attainment
MARSS00008 Shipboard Safety Skill Set

The National Register's suggested Statement of Attainment wording identifies MARSS00008 as a skill set from the MAR Maritime Training Package that meets some industry requirements for shipboard safety.

A skill set is not a full AQF qualification.
Completion of MARSS00008 results in a Statement of Attainment, not a Certificate I, II, III or IV qualification and not an AMSA Certificate of Competency.
Further Maritime Training and Credit Opportunities

The units contained in MARSS00008 appear in a range of MAR Maritime Training Package qualifications. Successfully completed identical units may therefore support Credit Transfer into further maritime study, subject to the packaging rules and current status of the receiving qualification.

MAR10224 Certificate I in Maritime Operations (General Purpose Hand Near Coastal)
MAR10424 Certificate I in Maritime Operations (Coxswain Grade 2 Near Coastal)
MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal)
MAR20424 Certificate II in Maritime Operations (Marine Engine Driver Grade 3 Near Coastal)
MAR30824 Certificate III in Maritime Operations (Marine Engine Driver Grade 2 Near Coastal)
MAR30924 Certificate III in Maritime Operations - including the Master up to 24 metres Near Coastal specialisation
Credit is unit-by-unit.
Completion of MARSS00008 does not automatically complete all safety requirements of every qualification listed above. PTG must review the receiving qualification and the student's certification documentation to determine the Credit Transfer available.
Credit Transfer and RPL
Credit Transfer

Credit Transfer may be available where valid AQF certification documentation or an authenticated USI transcript demonstrates successful completion of one or more identical or officially equivalent units. Prospective students should provide this evidence before enrolling so unnecessary duplicate training can be avoided.

Recognition of Prior Learning

RPL may be considered where sufficient, valid, authentic and current evidence demonstrates all requirements of one or more units. PTG will advise the applicant about evidence and assessment requirements before proceeding.

Credit Transfer or RPL within MARSS00008 does not itself establish eligibility for an AMSA Certificate of Competency. AMSA requirements apply separately.
