Course Overview

The MAR40324 Certificate IV in Maritime Operations (Master up to 45 metres Near Coastal) is a nationally recognised qualification for people working in the maritime industry and seeking advanced skills in vessel command, navigation and operational management.

The qualification is currently cited in the MAR Maritime Training Package as meeting some of the requirements for certification as a Master up to 45 metres Near Coastal and Chief Mate up to 100 metres Near Coastal under Marine Order 505.

Training develops capability in areas including vessel command, voyage management, passage planning, navigation, stability, cargo, seaworthiness, weather, propulsion, deck machinery, crew management, maintenance planning, firefighting, survival, WHS, first aid and confined-space work.

Important - qualification and AMSA certification are separate
Completing MAR40324 does not itself issue an AMSA Master less than 45 metres Near Coastal Certificate of Competency. Applicants must separately satisfy AMSA's current eligibility, prerequisite certificate, medical, sea-service, first-aid, marine-radio, application and final oral-examination requirements.

Entry and Pre-Enrolment

The MAR40324 training package currently specifies no formal entry requirements for enrolment in the qualification. This is different from the requirements for the separate AMSA Master less than 45 metres Near Coastal Certificate of Competency.

AMSA certification has a prerequisite certificate requirement.
To obtain the AMSA Master less than 45 metres Near Coastal Certificate of Competency, the applicant must have completed qualifying sea service while holding a Master less than 24 metres Near Coastal or the phased-out Mate less than 80 metres Near Coastal certificate.

Before enrolment is finalised, PTG reviews whether the qualification, delivery model and available support are suitable for the prospective student.

Existing Skills and Experience
  • Current maritime qualifications and Statements of Attainment.
  • Current AMSA Certificates of Competency.
  • Sea service and watchkeeping experience.
  • Vessel-command and navigation experience.
  • Eligibility for Credit Transfer or RPL.
Learning and Participation

Suitability for training is not the same as AMSA eligibility.
A student may be eligible to enrol in MAR40324 but not yet be eligible to obtain the AMSA Master less than 45 metres certificate. PTG will explain this distinction before enrolment is finalised.

Students must provide a valid Unique Student Identifier (USI) before nationally recognised certification documentation can be issued, unless a lawful exemption applies.

PTG offers this qualification through a blended delivery model combining online learning, trainer-supported study, face-to-face practical training and competency-based assessment. Certification Issued by PTG

A student assessed as competent in all 23 required units will receive nationally recognised AQF certification documentation for:

Nationally Recognised Qualification
MAR40324 Certificate IV in Maritime Operations
Master up to 45 metres Near Coastal

A student who does not complete the full qualification but successfully completes one or more units may be eligible to receive a Statement of Attainment for units successfully completed, subject to applicable certification requirements.

The Certificate IV is not the AMSA licence.
The AMSA Master less than 45 metres Near Coastal Certificate of Competency is issued separately by AMSA after all current regulatory requirements are satisfied.
AMSA Master less than 45 metres Certification Pathway

Applicants must separately satisfy AMSA's current requirements before a Master less than 45 metres Near Coastal Certificate of Competency can be issued.

Application URL: myAMSA
8 Pass the final oral examination
Pass the final oral examination required by AMSA before the Certificate of Competency can be issued.
Master <45 m uses an oral examination.
This is not the low-complexity AMPA pathway used for some lower-level domestic certificates. AMSA may require the applicant to book and pay for the final oral examination after the application has been assessed, unless the applicable final assessment has already been completed through an approved process recognised by AMSA.
Sea-service note: Vessel time undertaken on PTG training vessels during practical training or assessment should not be assumed to constitute qualifying sea service. AMSA assesses whether claimed sea service satisfies the applicable requirements.
UPGRADE PATHWAY - MAR30924 Certificate III in Maritime Operations (Master up to 24 metres Near Coastal) Graduates

Students who have previously completed the nationally recognised MAR30924 Certificate III in Maritime Operations with the Master up to 24 metres Near Coastal specialisation may be eligible for Credit Transfer for identical units contained in MAR40324.

An AMSA Master <24 m licence alone is not sufficient evidence for Credit Transfer.
Credit Transfer is based on nationally recognised VET certification documentation or an authenticated USI transcript showing the units successfully completed through an RTO.

Where a student holds the current MAR30924 qualification with the Master up to 24 metres Near Coastal specialisation, there are normally 11 identical units shared with MAR40324. This may leave 12 MAR40324 units to be completed, subject to PTG verifying the student's actual certification documentation and equivalence.

Indicative Upgrade Study Load
12 Units
Where all 11 applicable MAR30924 units are verified for Credit Transfer.
Indicative Upgrade Fee
Approx. $4,361.76
Final fee is confirmed only after PTG completes the Credit Transfer assessment.

Different qualification versions, superseded units, partial completion or other previous study may produce a different Credit Transfer outcome, training plan and fee.

Credit Transfer and RPL
Credit Transfer

Credit Transfer may be available where valid AQF certification documentation or an authenticated USI transcript demonstrates successful completion of an identical or officially equivalent unit. PTG will confirm the effect on the training schedule and course fee after reviewing the evidence.

Recognition of Prior Learning

RPL may be considered where sufficient, valid, authentic and current evidence demonstrates all requirements of the relevant unit or units. RPL is an assessment process and is not automatically granted because a person holds an AMSA licence or has maritime experience.

Credit Transfer or RPL within MAR40324 does not remove AMSA's separate prerequisite-certificate, sea-service, medical, first-aid, radio, application or oral-examination requirements unless AMSA expressly provides otherwise.

Scheduled before the practical workshop or when 50% of the course has been completed, whichever occurs first, subject to prepaid-fee protection requirements.
Prepaid fee protection applies to this course.
Under the 2025 Standards for RTOs, additional fee-protection requirements apply if PTG receives or holds more than $1,500 in prepaid fees from or on behalf of an individual student for this course. The initial $1,500 payment is at the threshold. Collection of later payments must be administered so that PTG either has an applicable approved fee-protection arrangement in place or does not hold prepaid amounts above the permitted threshold.

The timing of an invoice or payment may therefore be adjusted where necessary to comply with prepaid-fee protection requirements and the amount of training or assessment already delivered.
