The MAR30824 Certificate III in Maritime Operations (Marine Engine Driver Grade 2 Near Coastal) is a nationally recognised qualification for people working in, or seeking to enter, maritime engineering roles and who are seeking the training component required for an Australian Maritime Safety Authority (AMSA) Marine Engine Driver Grade 2 Near Coastal Certificate of Competency.
The qualification develops practical capability in marine internal-combustion engines, propulsion and auxiliary systems, electrical systems, engine-room operations, fuel systems, deck machinery, hull maintenance, workplace safety, environmental practices, firefighting, survival at sea and first aid.
Under the Queensland Government Career Start General Training pathway, eligible participants may enrol directly with an approved Skills Assure Supplier. An employment-based apprenticeship or traineeship Training Contract is not required for this pathway.
To achieve MAR30824, the student must be assessed as competent in all 17 core units of competency. There are no elective units.
Completing MAR30824 does not itself issue an AMSA Marine Engine Driver Grade 2 Near Coastal Certificate of Competency. The qualification is one component of the AMSA certification pathway. Separate age, English-language, medical, sea-service, first-aid, AMSA Mandated Practical Assessment (AMPA) and application requirements apply.
Once the separate AMSA Certificate of Competency has been issued, a Marine Engine Driver Grade 2 Near Coastal certificate holder may perform the duties and functions currently described by AMSA.
- Chief engineer on a vessel with an inboard engine under 750 kW propulsion power.
- Chief engineer on a vessel with an outboard engine of any propulsion power.
- Second engineer on a vessel with propulsion power under 1500 kW.
- Assist an engineer under the general supervision of a chief engineer.
- Work in the engine room of a vessel with propulsion power under 3000 kW.
MAR30824 Certificate III in Maritime Operations (Marine Engine Driver Grade 2 Near Coastal) is available to eligible Queensland participants through the Queensland Government Career Start – General Training Pathway.
The General Training Pathway allows eligible students to enrol directly with PTG. You do not need to be employed in the maritime industry or have a registered apprenticeship or traineeship Training Contract to access this pathway, unless another specific course or regulatory requirement applies.
Paradigm Training Group is an approved Queensland Government Skills Assure Supplier. For eligible students, the Queensland Government contributes towards the cost of training by paying an applicable subsidy directly to PTG. The student pays any applicable co-contribution fee.
To access a subsidised General Training place, students must meet the current Queensland Government eligibility requirements, including:
- Be aged 15 years or older and no longer attending school.
- Permanently reside in Queensland.
- Meet the applicable citizenship, permanent residency, New Zealand citizenship or eligible visa requirements.
- Not have completed a Certificate III or higher qualification within the previous 10 years, subject to Queensland Government exclusions.
- Not be currently enrolled in another DTET-funded qualification, subject to permitted exclusions.
Submission of an enrolment form does not confirm Career Start funding. PTG will review your eligibility and previous and current training before a subsidised enrolment is finalised. Students cannot access two General Training Pathway qualifications under Career Start, and undertaking subsidised training may affect access to other Queensland Government funded training.
Students receiving Queensland Government subsidised training may also be invited to participate in government surveys about their training goals, experience and outcomes.

Before enrolment is finalised, PTG will assess whether the qualification, delivery model and intended outcome are suitable for you. This includes discussing your training goals, intended maritime or regulatory outcome, previous maritime, engineering or practical experience, existing qualifications and any previous or current government-funded training.
PTG will also review your language, literacy, numeracy and digital skills, technology and internet access, and any support or reasonable-adjustment needs. You may be asked to complete PTG's pre-enrolment LLN assessment where further evidence of your foundation skills is required.
Students must participate in practical marine-engineering and maritime activities, including engine operation, servicing and maintenance, emergency response, firefighting, first aid, CPR and survival-at-sea activities. Any condition or support need that may affect safe participation should be discussed with PTG before practical training begins.
Reasonable adjustments may be available where appropriate, provided they do not remove competency requirements, compromise assessment validity or safety, or override training product or regulatory requirements.
If you intend to obtain an AMSA Marine Engine Driver Grade 2 Near Coastal Certificate of Competency, review AMSA's current eligibility and application requirements before enrolling.
Completing MAR30824 does not automatically result in an AMSA Certificate of Competency. Separate AMSA requirements apply, including qualifying engineering sea service, medical fitness, current first aid and successful completion of the AMSA Mandated Practical Assessment (AMPA).
Further information: medical fitness, qualifying sea service and myAMSA applications.
A valid USI must be provided before PTG can issue nationally recognised certification documentation, unless a lawful exemption applies.
PTG offers this qualification through a blended delivery model combining online learning, trainer-supported study, face-to-face practical training and competency-based assessment. The enrolment period is up to 12 months, subject to the student's individual training and assessment requirements and any applicable Credit Transfer or Recognition of Prior Learning arrangements.
Students must complete the required learning and assessment activities across the full program. Online pre-learning and any activities identified by PTG must be completed by the applicable due dates before or during the practical component.

A student assessed as competent in all 17 units will receive nationally recognised AQF certification documentation for:
A student who does not complete the full qualification but successfully completes one or more units may be eligible to receive a Statement of Attainment for units successfully completed, subject to the applicable certification requirements.
The Queensland Government pays an applicable training subsidy directly to PTG for an eligible student. The student is required to pay PTG's published co-contribution fee. Under the General Training pathway, the co-contribution amount is set by the Skills Assure Supplier and must represent the total cost to the student for the qualification, including applicable training materials supplied as part of the course.
The fee may be paid by the student or by another eligible payer such as an employer, family member, friend or another organisation. Under the Career Start rules, the fee cannot be paid or waived by PTG or by a person or entity associated with PTG.
- Hold an eligible Health Care, Veteran or Pensioner Concession Card.
- Are the partner or dependent of an eligible cardholder and are named on the card.
- Hold an applicable Commonwealth form confirming concession-card eligibility.
- Identify as Aboriginal or Torres Strait Islander.
- Have a disability.
- Are an adult prisoner.
PTG must verify the applicable evidence and current program requirements before applying a concessional fee.
The AMPA fee is separate from the Career Start co-contribution fee because the AMPA is a separate regulatory assessment associated with the AMSA Certificate of Competency pathway rather than a requirement for award of MAR30824 itself.
The $500 AMPA fee may be paid by the student or another payer. PTG confirms payment requirements before the assessment is booked or undertaken.
A person who only wishes to achieve MAR30824 does not need to undertake the AMPA. A person seeking the AMSA Marine Engine Driver Grade 2 Near Coastal Certificate of Competency must meet the AMPA requirement and all other current AMSA requirements.
- AMSA Certificate of Competency application fee.
- Medical and eyesight assessment.
- Photographs, identity-document and Australia Post costs where applicable.
- Travel, accommodation and meals.
- Personal clothing and personal items identified in the participation requirements.
PTG will confirm Career Start eligibility, concessional or non-concessional status, any Credit Transfer or RPL implications, payment arrangements and separate regulatory costs before the subsidised enrolment is finalised. Refund and withdrawal arrangements are governed by PTG's published policies and Student Handbook.
The AMPA is AMSA's final practical assessment for an applicant seeking a Marine Engine Driver Grade 2 Near Coastal Certificate of Competency. It is conducted by an appropriately approved RTO and assessor in accordance with AMSA requirements.
The AMPA is not required to achieve MAR30824 itself. It is required as part of the separate AMSA Certificate of Competency pathway.
The AMPA must be completed in accordance with AMSA's current validity and assessment requirements. Applicants should ensure their AMPA remains valid when submitting their Certificate of Competency application.
After the applicant has submitted their Certificate of Competency application to AMSA, they may ask an approved RTO to consider issuing an Interim Certificate of Competency.
Credit Transfer may be available where valid AQF certification documentation or an authenticated USI transcript demonstrates successful completion of an identical or officially equivalent unit. PTG will confirm any effect on the training schedule and Career Start fee before the enrolment is finalised or adjusted.
RPL may be considered where sufficient, valid, authentic and current evidence demonstrates all requirements of the relevant unit or units. The applicable funding, fee and assessment arrangements must be confirmed with PTG before proceeding.
Credit Transfer or RPL for qualification units does not remove AMSA's separate sea-service, medical, first-aid, AMPA or application requirements unless AMSA expressly provides otherwise.
Submission of an online enrolment form does not by itself confirm Career Start eligibility or finalise a subsidised enrolment.
The prospective student provides the information and evidence required for PTG to assess the enrolment.
PTG checks age, school status, Queensland residency, citizenship/visa status, training history, current DTET-funded enrolments and any MAR30824-specific eligibility provisions.
Existing skills, experience, qualifications, LLN proficiency, digital literacy, practical participation and support requirements are reviewed and the prospective student is advised about suitability.
PTG confirms whether the non-concessional or concessional co-contribution applies, explains the payment schedule and identifies any separate external or regulatory costs.
The delivery mode, enrolment period, practical workshop requirements, assessment arrangements, support services, Credit Transfer/RPL and student obligations are confirmed.
Once PTG has completed the required checks and the enrolment is approved, the student receives the applicable course access, training information and confirmed schedule.
PTG will advise which documents are required for the individual student's Career Start eligibility and concession status. Required evidence may include identity, Queensland residency and citizenship/visa evidence, training-history information and concession evidence where applicable.
If a third party is engaged to provide recruitment, training, assessment or related services for this offering, PTG will identify the third party and explain the services they will provide before enrolment.
