Course Overview

The MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) is a nationally recognised qualification for people seeking the training component required for an Australian Maritime Safety Authority (AMSA) Coxswain Grade 1 Near Coastal Certificate of Competency.

The qualification develops skills in vessel handling, navigation, seamanship, marine-engine operation and maintenance, maritime regulation, environmental responsibilities, work health and safety, firefighting, survival at sea and first aid.

This offering is delivered through the Queensland Government Career Start General Training Pathway. Eligible students may enrol directly with PTG and do not need to be employed under an apprenticeship or traineeship Training Contract.

To achieve MAR20324, a student must be assessed as competent in all 13 core units of competency.

Important
Successful completion of MAR20324 does not itself result in an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency. Separate AMSA sea-service, medical, first-aid, marine-radio, final-assessment and application requirements apply.

Career Start General Training – Entry and Pre-Enrolment

MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) has no formal training-package entry requirements. This offering is available to eligible Queensland participants through the Queensland Government Career Start – General Training Pathway.

Direct enrolment – no employer or Training Contract required
The General Training Pathway allows eligible students to enrol directly with PTG. You do not need to be employed in the maritime industry or have a registered apprenticeship or traineeship Training Contract, unless a separate course or regulatory requirement applies.
Career Start funding eligibility

Paradigm Training Group is an approved Queensland Government Skills Assure Supplier. For eligible students, the Queensland Government contributes towards the cost of training by paying an applicable subsidy directly to PTG. The student pays the applicable co-contribution fee.

To access a subsidised General Training place, students must meet the current Queensland Government eligibility requirements, including:

  • Be aged 15 years or older and no longer attending school.
  • Permanently reside in Queensland.
  • Meet the applicable citizenship, permanent residency, New Zealand citizenship or eligible visa requirements.
  • Not have completed a Certificate III or higher qualification within the previous 10 years, subject to Queensland Government exclusions.
  • Not be currently enrolled in another DTET-funded qualification, subject to permitted exclusions.
Funding eligibility must be confirmed
Submission of an enrolment form does not confirm Career Start funding. PTG will review your eligibility and previous and current training before a subsidised enrolment is finalised. Students cannot access two General Training Pathway qualifications under Career Start, and undertaking subsidised training may affect access to other Queensland Government funded training.

Students receiving Queensland Government subsidised training may also be invited to participate in government surveys about their training goals, experience and outcomes.

Pre-enrolment suitability assessment

Before enrolment is finalised, PTG will assess whether the qualification, delivery model and intended outcome are suitable for you. This includes discussing your training goals, intended maritime or regulatory outcome, previous experience and qualifications, and any previous or current government-funded training.

PTG will also review your language, literacy, numeracy and digital skills, technology and internet access, and any support or reasonable-adjustment needs. You may be asked to complete PTG's pre-enrolment LLN assessment where further evidence of your foundation skills is required.

Practical participation and support

Students must participate in practical maritime activities including vessel operations, machinery, navigation, firefighting, emergency response, first aid, CPR and survival-at-sea activities. Any condition or support need that may affect safe participation should be discussed with PTG before practical training begins.

Reasonable adjustments may be available where appropriate, provided they do not remove competency requirements, compromise assessment validity or safety, or override training product or regulatory requirements.

AMSA eligibility and application

If you intend to obtain an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency, review AMSA's current eligibility and application requirements before enrolling.

Completing MAR20324 does not automatically result in an AMSA Certificate of Competency. Separate AMSA requirements apply, including qualifying sea service, medical fitness, current first aid, marine-radio certification, the AMSA Mandated Practical Assessment (AMPA) and the AMSA application process.

Further information: medical fitness, qualifying sea service and myAMSA applications.

Unique Student Identifier (USI)

A valid USI must be provided before PTG can issue nationally recognised certification documentation, unless a lawful exemption applies.

Qualification Issued by PTG

Students assessed as competent in all 13 units will receive:

Nationally Recognised Qualification
MAR20324 Certificate II in Maritime Operations
Coxswain Grade 1 Near Coastal

A student who does not complete the full qualification but successfully completes one or more units may be eligible to receive a Statement of Attainment for the units successfully completed.

PTG's nationally recognised qualification is separate from the Coxswain Grade 1 Near Coastal Certificate of Competency issued by AMSA.
AMSA Mandated Practical Assessment (AMPA)

The Coxswain Grade 1 AMPA is the final practical assessment required by AMSA for a person seeking a Coxswain Grade 1 Near Coastal Certificate of Competency.

Important distinction
The AMPA is not required to achieve MAR20324 itself. It is required where the student intends to apply for the AMSA Coxswain Grade 1 Near Coastal Certificate of Competency.
Completion period

The complete AMPA must be completed within 12 months of the date of the first assessed AMPA task.

Validity after completion

Once completed, the AMPA is valid for submission to AMSA for 12 months from the date the assessor signs the completed cover page.

PTG AMPA Fee: $500.00
This is a separate regulatory assessment fee and is not included in the Career Start Co-Contribution Fee. It is payable before participation in the booked AMPA.

The AMPA fee may be paid by the student or on the student's behalf by another person or organisation, including an employer.

Interim Certificate of Competency

After an applicant has lodged their full Certificate of Competency application with AMSA, they may ask an approved RTO to consider issuing an Interim Certificate of Competency.

An eligible Interim Certificate of Competency may allow the applicant to commence the applicable duties for up to 60 days while AMSA assesses the full application.

Issue of an interim certificate is at the discretion of the RTO and is subject to AMSA requirements and verification of the applicable evidence. It is not automatically issued following completion of the course or AMPA.

Career Start Fees and Payment Schedule

PTG publishes separate non-concessional and concessional Student Co-Contribution Fees for this Career Start General Training offering.

The Co-Contribution Fee is the total mandatory fee charged by PTG for delivery, assessment, standard learning resources and issue of the qualification. Separate external regulatory costs and the optional course add-on of the AMSA Mandated Practical Assessment are identified below.

Refunds, Withdrawal and Cancellation

Career Start refunds and withdrawals are managed in accordance with current Skills Assure Supplier requirements, PTG's applicable refund arrangements and the student's enrolment terms.

Before Training Commences

Where enrolment is cancelled before training has commenced, applicable Co-Contribution Fees already paid are refundable in accordance with current Skills Assure Supplier requirements.

After Training Commences

Where a student withdraws after training has commenced, any applicable refund is determined proportionately in accordance with the units affected, training already provided and current SAS and PTG requirements.

Full information about withdrawals, refunds, cancellations and student rights is available in the Paradigm Training Group Student Handbook .

Credit Transfer and Recognition of Prior Learning
Credit Transfer

Credit Transfer may be available where valid evidence confirms successful completion of an identical or officially equivalent unit of competency. No Career Start Co-Contribution Fee is charged for a unit granted Credit Transfer.

Recognition of Prior Learning

RPL may be considered where a student can provide sufficient, valid, authentic and current evidence demonstrating all requirements of the relevant unit. PTG will advise the student of the assessment, funding and fee implications before proceeding.

Credit Transfer or RPL for qualification units does not remove AMSA's separate sea-service, medical, first-aid, marine-radio, AMPA or Certificate of Competency application requirements.
