Course Overview

The MAR10424 Certificate I in Maritime Operations (Coxswain Grade 2 Near Coastal) is for people seeking the nationally recognised training required for the Australian Maritime Safety Authority Coxswain Grade 2 Near Coastal pathway.

The course covers small-vessel handling, seamanship, marine engines, maritime regulations, environmental responsibilities, work health and safety, firefighting and survival at sea.

Students who successfully complete all eight units will receive the nationally recognised qualification and a record of results.

Important
The qualification is not an AMSA Certificate of Competency. Applicants must separately satisfy AMSA's sea-service, medical, first aid, final-assessment and application requirements.
Coxswain Grade 2 Outcome

A Coxswain Grade 2 Near Coastal is a domestic Certificate of Competency for operating eligible domestic commercial vessels in Australian waters.

Under Schedule 1 of Marine Order 505, the certificate generally permits the holder to command and operate the engines of a vessel less than 12 metres long within the prescribed operating and propulsion limits.

General Operations
  • Vessels less than 12 metres long.
  • Sheltered waters.
  • Within five nautical miles of shore or an aquaculture lease.
  • Inboard propulsion power below 100 kW.
  • Unlimited outboard propulsion power.
Tender Operations
  • Vessels less than 12 metres long.
  • Within three nautical miles of the parent vessel.
  • Parent vessel operating within the exclusive economic zone.
  • Inboard propulsion power below 100 kW.
  • Unlimited outboard propulsion power.
A Coxswain Grade 2 may also undertake the prescribed duties and functions of a Coxswain Grade 3 Near Coastal.

Entry and Pre-Enrolment

There are no formal entry requirements specified for MAR10424.

Before enrolment is confirmed, Paradigm Training Group will review whether the course, delivery arrangements and available support are suitable for the prospective student.

Students should advise Paradigm Training Group of relevant support needs, injuries, medical conditions or other circumstances before practical training commences. Reasonable adjustment cannot remove competency requirements, compromise assessment validity, or override safety or regulatory requirements.

Students must complete the required online learning before attending the practical workshop unless another arrangement has been approved by Paradigm Training Group.

Practical activities may include:
  • Vessel handling and manoeuvring.
  • Seamanship activities.
  • Operation of inboard and outboard engines.
  • Maritime regulations and safe operating procedures.
  • Firefighting and emergency-response activities.
  • Survival and vessel-abandonment activities.
  • Work health and safety activities.

Students requiring further training or reassessment may attend another scheduled workshop within their enrolment period, subject to availability and PTG policies.

Participation Requirements
Online Learning
  • A computer or tablet.

  • Basic digital skills.
Vessel Activities
  • Suitable practical clothing.
  • Enclosed, non-slip footwear.
  • Wet-weather clothing where appropriate.
  • Suitable sun protection.
Firefighting Activities
  • Fire-retardant clothing suitable for the activity.
  • Enclosed footwear.
  • A hair tie for long hair.

PTG supplies the required specialised firefighting equipment and personal protective equipment.

Survival Activities
  • Swimwear.
  • A towel.
  • A change of clothing.
  • Suitable sun protection.
Students must participate in aquatic survival activities. Any concern affecting safe participation must be discussed with Paradigm Training Group before the workshop.

Certification Issued by PTG

Students assessed as competent in all eight units will receive:

  • The nationally recognised MAR10424 Certificate I in Maritime Operations (Coxswain Grade 2 Near Coastal).
  • A record of results.

A student who completes only some units may receive a Statement of Attainment for the units successfully completed.

Students assessed as Not Yet Competent will be advised of any further evidence, training or reassessment required.

PTG certification is separate from the Coxswain Grade 2 Certificate of Competency issued by AMSA.
AMSA Mandated Practical Assessment (AMPA)

The Coxswain Grade 2 AMPA is the final practical assessment required by AMSA.

AMPA tasks relate to the practical skills covered by the MAR10424 units. Where permitted under PTG's approved assessment arrangements, AMPA activities may also provide evidence toward the qualification.

Completion period

The assessment must be completed and signed off within 12 months of the first AMPA assessment.

Submission validity

Once completed, the signed AMPA cover page is valid for submission to AMSA for 12 months.

If either period expires, the applicant may be required to undertake further assessment and pay an additional fee.

Successful completion of the AMPA does not guarantee that AMSA will issue a Certificate of Competency.
AMSA Certification Pathway

After completing the qualification, students must separately meet AMSA's current requirements before a Coxswain Grade 2 Certificate of Competency can be issued.

1 Meet the personal eligibility requirements
Be at least 16 years old, have sufficient English-language ability and meet the applicable medical-fitness requirements.
2 Complete qualifying sea service
Complete the qualifying sea service prescribed by AMSA. Current requirements and acceptable evidence should be confirmed directly with AMSA.
3 Complete MAR10424
Successfully complete the Certificate I in Maritime Operations (Coxswain Grade 2 Near Coastal).
4 Hold current first aid
Hold a current HLTAID011 Provide First Aid certificate or an equivalent accepted by AMSA.
5 Complete the AMPA
Pass the AMSA Mandated Practical Assessment conducted by an approved RTO.
6 Apply to AMSA
Submit the required documents, photograph and application fee through myAMSA or AMSA's approved alternative process.
Sea service must satisfy AMSA's qualifying sea-service and evidence requirements. Time spent on a vessel is not automatically accepted as qualifying sea service.

Interim Certificate of Competency

After submitting a complete Certificate of Competency application to AMSA, an applicant may request that Paradigm Training Group consider issuing an interim Certificate of Competency.

An interim certificate may allow an eligible applicant to commence work for up to 60 days while AMSA assesses the application.

Applicants must provide:
  • A copy of the submitted application.
  • Copies of the supporting documents submitted to AMSA.
  • The AMSA application payment receipt.
Issue of an interim certificate is discretionary and is subject to document verification and PTG's approved AMSA arrangements. It ceases to have effect when AMSA issues the full certificate or at the end of its permitted validity period.

The balance is payable in accordance with the student's invoice and enrolment agreement. The AMPA fee must be paid before the assessment.

External costs may include

  • Travel, accommodation and meals.
  • Personal clothing and equipment.

Refunds, cancellations, withdrawals and transfers are managed in accordance with the Paradigm Training Group Student Handbook, the Fees, Charges and Refund Policy, and the student's enrolment agreement.

Payment does not guarantee successful completion of the qualification, a satisfactory AMPA result, issue of an interim certificate, or approval of an AMSA application.
Credit Transfer and RPL
Credit Transfer

May be available where a student has completed an identical or equivalent unit. Evidence may include a Statement of Attainment, qualification record or authenticated USI transcript.

Recognition of Prior Learning

May be available where the student can provide sufficient current evidence demonstrating all requirements of a unit.

Credit transfer or RPL for qualification units does not replace AMSA sea-service, medical, first aid, AMPA or application requirements. Applications should be made before training commences wherever possible.
