Course Overview

The MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) applies to people working in the maritime industry who are seeking an Australian Maritime Safety Authority (AMSA) Certificate of Competency as a Coxswain Grade 1 Near Coastal.

The course develops the skills and knowledge required to plan and navigate a passage, handle a vessel up to 12 metres, apply seamanship skills, operate inboard and outboard motors, operate main propulsion and auxiliary systems, comply with maritime regulations, follow environmental work practices, meet work health and safety requirements, fight fires, provide first aid and apply survival skills.

Students who successfully complete all 13 units of competency will receive the nationally recognised MAR20324 qualification and a record of results.

Important
Completing MAR20324 does not itself issue an AMSA Certificate of Competency. AMSA certification also requires a Short Range Operator Certificate of Proficiency issued by ACMA (or higher qualification), qualifying sea service, medical fitness, a current first aid certificate and a final assessment, as specified in Marine Order 505.
Coxswain Grade 1 Certificate of Competency

The Coxswain Grade 1 Near Coastal certificate is a domestic Certificate of Competency for operating in Australian waters.

Schedule 1 of Marine Order 505 states that a Coxswain Grade 1 NC certificate permits the holder to:

Command and engine operation
  • Command, and operate the engines, of a vessel less than 12 metres long in inshore waters, or in waters designated for a specific purpose by a State or Territory authority in which it permits holders of this certificate to operate, subject to any conditions that it may impose.
  • For an inboard engine, propulsion power must be less than 500 kW.
  • For an outboard engine, propulsion power is unlimited.
Tender and additional functions
  • Command, and operate the engines, of a vessel less than 12 metres long as a tender within 3 nautical miles of the parent vessel operating within the exclusive economic zone of Australia, with an inboard engine of less than 500 kW or an outboard engine of unlimited propulsion power.
  • Act as chief mate or deck watchkeeper on a vessel less than 24 metres long in inshore waters.
  • Undertake the duties and perform the functions of a General Purpose Hand NC, a Coxswain Grade 3 NC and Coxswain Grade 2 NC.
Terminology: Marine Order 505 defines “NC” as near coastal and applies it to waters including inland waters and waters to the outer limits of the exclusive economic zone of Australia. It defines “inshore waters” as inland waters and waters landward of the outer limits for inshore operations.

Students should advise Paradigm Training Group of relevant support needs, injuries, medical conditions or other circumstances before practical training commences. Reasonable adjustment cannot remove competency requirements, compromise assessment validity, or override safety or regulatory requirements.

Students must complete the required online learning before attending the practical workshop unless another arrangement has been approved by Paradigm Training Group.

Practical activities may include:
  • Vessel handling and manoeuvring.
  • Seamanship activities.
  • Operation of inboard and outboard engines.
  • Maritime regulations and safe operating procedures.
  • Firefighting and emergency-response activities.
  • Survival and vessel-abandonment activities.
  • Work health and safety activities.

Students requiring further training or reassessment may attend another scheduled workshop within their enrolment period, subject to availability and PTG policies.

Vessel Activities
  • Suitable practical clothing.
  • Enclosed, non-slip footwear.
  • Wet-weather clothing where appropriate.
  • Suitable sun protection.
Firefighting Activities
  • Fire-retardant clothing suitable for the activity.
  • Enclosed footwear.
  • A hair tie for long hair.

PTG supplies the required specialised firefighting equipment and personal protective equipment.

Survival Activities
  • Swimwear.
  • A towel.
  • A change of clothing.
  • Suitable sun protection.
Students must participate in aquatic survival activities. Any concern affecting safe participation must be discussed with Paradigm Training Group before the workshop.

Certification Issued by PTG

Students assessed as competent in all 13 units will receive:

  • The nationally recognised MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal).
  • A record of results.

A student who successfully completes only some units may receive a Statement of Attainment for the units successfully completed.

Students assessed as Not Yet Competent will be advised of any further evidence, training or reassessment required.

The qualification issued by PTG is separate from the Coxswain Grade 1 Near Coastal Certificate of Competency issued by AMSA.
AMSA Mandated Practical Assessment (AMPA)

Marine Order 505 defines an AMPA as the latest version of the AMSA Mandated Practical Assessment developed by AMSA and conducted by registered training organisations for a final assessment for a Certificate of Competency.

For Coxswain Grade 1 Near Coastal, the AMPA is the final assessment required by AMSA. Marine Order 505 defines a final assessment as an assessment of whether the applicant has operational knowledge and knowledge of Australian maritime legislation appropriate to the certificate.

Completion period

The AMPA must be completed within 12 months from the date of the first assessed task in the AMPA.

Application validity

The completed AMPA is valid for 12 months after the date the assessor signs the AMPA cover page. This should also be the date of the last assessed task.

Passing the AMPA does not itself issue or guarantee an AMSA Certificate of Competency. The applicant must satisfy all other eligibility, sea-service, medical, first-aid, radio and application requirements.
AMSA Certification Requirements

To obtain a Coxswain Grade 1 Near Coastal Certificate of Competency, an applicant must separately satisfy AMSA's current requirements and the criteria in Marine Order 505.

1 Age, English and medical fitness
Be at least 16 years old on the certificate issue date, be able to speak, read and understand English, and be medically fit for the duties required.
2 Medical and eyesight test
See a medical practitioner and provide a signed and current Certificate of medical fitness for domestic seafarers (AMSA form 1850). A current Certificate of medical fitness (AMSA form 303) may be used instead. A person with colour deficient vision will be restricted to working only in daylight hours.
3 Qualifying sea service
With an AMSA-approved task book: at least 30 days qualifying sea service on a commercial vessel at least 5 metres long, working in a deck capacity or working both in a deck capacity and an engineering capacity.
Without an AMSA-approved task book: at least 150 days qualifying sea service on a commercial or recreational vessel at least 5 metres long, working in a deck capacity or working both in a deck capacity and an engineering capacity.
4 Training qualification
Complete the Coxswain Grade 1 course at Certificate II level: MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal).
5 First aid and marine radio
Hold a current HLTAID011 Provide First Aid certificate, or equivalent, and a Short Range Operator Certificate of Proficiency issued by ACMA, or a higher qualification.
6 Final assessment
Complete the Coxswain Grade 1 AMSA Mandated Practical Assessment with a registered training organisation approved to conduct the final assessment.
7 Submit the application
Apply through myAMSA and provide the required documents, including medical evidence, sea-service evidence, the course completion certificate, current first-aid evidence, the marine-radio certificate, the completed AMPA cover page and a compliant colour passport-sized photograph. Applicants who cannot use myAMSA may use AMSA form 426 and lodge through a participating Australia Post outlet.
Qualifying sea service is calculated under Marine Order 505. Vessel time is not automatically qualifying sea service and must be supported by acceptable evidence.

Interim Certificate of Competency

After submitting a complete Certificate of Competency application to AMSA, an applicant may request that Paradigm Training Group consider issuing an interim Certificate of Competency.

An interim certificate may allow an eligible applicant to commence work for up to 60 days while AMSA assesses the application.

Applicants must provide:
  • A copy of the submitted application.
  • Copies of the supporting documents submitted to AMSA.
  • The AMSA application payment receipt.
Issue of an interim certificate is discretionary and is subject to document verification and PTG's approved AMSA arrangements. It ceases to have effect when AMSA issues the full certificate or at the end of its permitted validity period.

Refunds, cancellations, withdrawals and transfers are managed in accordance with the Paradigm Training Group Student Handbook, Fees, Charges and Refund Policy, and the student's enrolment agreement.

Payment does not guarantee successful completion of the qualification, a satisfactory AMPA result, issue of an interim certificate, or approval of an AMSA application.
Credit Transfer and RPL
Credit Transfer

May be available where a student has completed an identical or equivalent unit. Evidence may include a Statement of Attainment, qualification record or authenticated USI transcript.

Recognition of Prior Learning

May be available where the student can provide sufficient current evidence demonstrating all requirements of a unit.

Credit transfer or RPL for qualification units does not replace AMSA sea-service, medical, first aid, AMPA or application requirements. Applications should be made before training commences wherever possible.
