The MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) applies to people working in the maritime industry who are seeking an Australian Maritime Safety Authority (AMSA) Certificate of Competency as a Coxswain Grade 1 Near Coastal.
The course develops the skills and knowledge required to plan and navigate a passage, handle a vessel up to 12 metres, apply seamanship skills, operate inboard and outboard motors, operate main propulsion and auxiliary systems, comply with maritime regulations, follow environmental work practices, meet work health and safety requirements, fight fires, provide first aid and apply survival skills.
Students who successfully complete all 13 units of competency will receive the nationally recognised MAR20324 qualification and a record of results.
Completing MAR20324 does not itself issue an AMSA Certificate of Competency. AMSA certification also requires a Short Range Operator Certificate of Proficiency issued by ACMA (or higher qualification), qualifying sea service, medical fitness, a current first aid certificate and a final assessment, as specified in Marine Order 505.
The Coxswain Grade 1 Near Coastal certificate is a domestic Certificate of Competency for operating in Australian waters.
Schedule 1 of Marine Order 505 states that a Coxswain Grade 1 NC certificate permits the holder to:

Students should advise Paradigm Training Group of relevant support needs, injuries, medical conditions or other circumstances before practical training commences. Reasonable adjustment cannot remove competency requirements, compromise assessment validity, or override safety or regulatory requirements.

Students must complete the required online learning before attending the practical workshop unless another arrangement has been approved by Paradigm Training Group.

- Operation of inboard and outboard engines.
- Maritime regulations and safe operating procedures.
- Firefighting and emergency-response activities.
- Survival and vessel-abandonment activities.
- Work health and safety activities.
Students requiring further training or reassessment may attend another scheduled workshop within their enrolment period, subject to availability and PTG policies.

Students assessed as competent in all 13 units will receive:
- The nationally recognised MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal).
- A record of results.
A student who successfully completes only some units may receive a Statement of Attainment for the units successfully completed.
Students assessed as Not Yet Competent will be advised of any further evidence, training or reassessment required.
Marine Order 505 defines an AMPA as the latest version of the AMSA Mandated Practical Assessment developed by AMSA and conducted by registered training organisations for a final assessment for a Certificate of Competency.
For Coxswain Grade 1 Near Coastal, the AMPA is the final assessment required by AMSA. Marine Order 505 defines a final assessment as an assessment of whether the applicant has operational knowledge and knowledge of Australian maritime legislation appropriate to the certificate.
| Completion period
The AMPA must be completed within 12 months from the date of the first assessed task in the AMPA. |
Application validity
The completed AMPA is valid for 12 months after the date the assessor signs the AMPA cover page. This should also be the date of the last assessed task. |
To obtain a Coxswain Grade 1 Near Coastal Certificate of Competency, an applicant must separately satisfy AMSA's current requirements and the criteria in Marine Order 505.
| 1 | Age, English and medical fitness Be at least 16 years old on the certificate issue date, be able to speak, read and understand English, and be medically fit for the duties required. |
| 2 | Medical and eyesight test See a medical practitioner and provide a signed and current Certificate of medical fitness for domestic seafarers (AMSA form 1850). A current Certificate of medical fitness (AMSA form 303) may be used instead. A person with colour deficient vision will be restricted to working only in daylight hours. |
| 3 | Qualifying sea service With an AMSA-approved task book: at least 30 days qualifying sea service on a commercial vessel at least 5 metres long, working in a deck capacity or working both in a deck capacity and an engineering capacity. Without an AMSA-approved task book: at least 150 days qualifying sea service on a commercial or recreational vessel at least 5 metres long, working in a deck capacity or working both in a deck capacity and an engineering capacity. |

After submitting a complete Certificate of Competency application to AMSA, an applicant may request that Paradigm Training Group consider issuing an interim Certificate of Competency.
An interim certificate may allow an eligible applicant to commence work for up to 60 days while AMSA assesses the application.

Credit transfer or RPL for qualification units does not replace AMSA sea-service, medical, first aid, AMPA or application requirements. Applications should be made before training commences wherever possible.
