The MAR30924 Certificate III in Maritime Operations, with the Master up to 24 metres Near Coastal specialisation, is a nationally recognised qualification for people working in the maritime industry who are seeking the training component required for an Australian Maritime Safety Authority (AMSA) Master less than 24 metres Near Coastal Certificate of Competency.
The qualification develops capability in vessel command and manoeuvring, passage planning, navigation and watchkeeping, seamanship, routine vessel maintenance, maritime regulation, environmental management, workplace relationships, firefighting, survival at sea and first aid.
To achieve the Master up to 24 metres Near Coastal specialisation, the trainee must be assessed as competent in all 15 required units of competency: 12 core units and all 3 Group A specialist elective units.
Completing MAR30924 does not itself issue an AMSA Master less than 24 metres Near Coastal Certificate of Competency. Separate age, English-language, medical, sea-service, first-aid, marine-radio, AMSA Mandated Practical Assessment (AMPA) and application requirements apply.
Once the separate AMSA Certificate of Competency has been issued, a Master less than 24 metres Near Coastal certificate holder may perform the duties and functions prescribed by Marine Order 505 and described by AMSA.

Entry and Pre-Enrolment
MAR30924 Certificate III in Maritime Operations (Master up to 24 metres Near Coastal) has no formal entry requirements listed on the National Register.
Before confirming enrolment, Paradigm Training Group (PTG) will review your training goals, relevant experience and qualifications, language, literacy, numeracy and digital skills, technology access and any support needs. PTG will then advise whether the course, delivery arrangements and available support are suitable for you.
Practical participation and support
Students must participate in practical maritime activities, including vessel handling and manoeuvring, navigation and watchkeeping, seamanship, vessel maintenance, emergency response, firefighting, first aid, CPR and survival-at-sea activities. Please discuss any condition or support need that may affect safe participation with PTG before practical training begins.
Reasonable adjustments may be available where appropriate, provided they do not remove competency requirements, compromise assessment validity or safety, or override applicable regulatory requirements.
AMSA eligibility and application
If you intend to obtain an AMSA Master up to 24 metres Near Coastal Certificate of Competency, review AMSA's current eligibility and application requirements before enrolling. This will help you understand the separate sea service, medical, first aid, marine radio, assessment, evidence and application requirements that apply.
Completing MAR30924 does not automatically result in an AMSA Certificate of Competency. You must separately meet AMSA's requirements, including qualifying sea service, medical fitness, current first aid certification, a Long Range Operator Certificate of Proficiency (LROCP) or higher marine radio qualification, and successful completion of the AMSA Mandated Practical Assessment (AMPA), before submitting your application to AMSA.

Unique Student Identifier (USI)
You must provide a valid USI before PTG can issue your qualification or statement of attainment, unless a lawful exemption applies.
PTG offers MAR30924 through a blended delivery model combining online learning, trainer-supported study, face-to-face practical training and competency-based assessment. The enrolment period is up to 12 months, subject to individual training and assessment requirements and any applicable Credit Transfer or Recognition of Prior Learning arrangements.

Students must complete the required learning and assessment activities across the full program. Online pre-learning and any activities identified by PTG must be completed by the applicable due dates before or during the practical component.
PTG's current seven-day practical workshop is delivered from its Coomera training location within The Boat Works marine precinct. Practical training and assessment may include classroom sessions, vessel-based activities, firefighting simulations and safety-at-sea drills.

Where additional learning, practice or evidence is required, PTG may arrange further training or assessment opportunities in accordance with the student's needs and PTG policies. Additional attendance does not alter competency requirements or guarantee a successful outcome.

Personal clothing and personal items identified above are to be supplied by the student unless PTG advises otherwise. Specialised training equipment and resources supplied by PTG are included in the training arrangements. External AMSA, radio, medical and certification costs are identified separately below.
The Master up to 24 metres Near Coastal specialisation requires successful completion of 15 units: 12 core units and all 3 Group A specialist elective units.

A student who does not complete the full qualification but successfully completes one or more units may be eligible to receive a Statement of Attainment for units successfully completed, subject to applicable certification requirements.
The Master less than 24 metres Near Coastal Certificate of Competency is issued separately by AMSA once all current regulatory requirements are satisfied.
The Master less than 24 metres Near Coastal certificate is a low-complexity Certificate of Competency. Its final assessment is an AMSA Mandated Practical Assessment (AMPA) conducted by an AMSA-approved RTO and final assessor.
| AMPA Timing and Validity
The AMPA may be completed progressively during practical assessment or at another permitted time. It must be completed within 12 months from the first assessed AMPA task. Once completed, the AMPA is valid for 12 months from the date the assessor signs the AMPA cover page. If the applicant does not apply to AMSA before it expires, a new AMPA is required. |
Interim Certificate of Competency
After applying to AMSA and paying the applicable AMSA application fee, an eligible applicant may ask an approved RTO to consider issuing an Interim Certificate of Competency. An ICoC may allow the applicant to commence the applicable duties for up to 60 days while AMSA assesses the application. Issue is at the RTO's discretion and subject to the current AMSA evidence requirements. |
The applicant must first lodge the Certificate of Competency application with AMSA and provide the required evidence of the application and payment before an approved RTO can consider issuing the interim certificate.
| Credit Transfer
Credit Transfer may be available where valid AQF certification documentation or an authenticated USI transcript demonstrates successful completion of an identical or officially equivalent unit. PTG will confirm the effect on the training plan and fee after reviewing the evidence. |
Recognition of Prior Learning
RPL may be considered where sufficient, valid, authentic and current evidence demonstrates all requirements of the relevant unit or units. RPL is an assessment process and is not automatically granted solely because a person has maritime experience or holds a regulatory certificate. |
Credit Transfer or RPL within MAR30924 does not remove AMSA's separate sea-service, medical, first-aid, radio, AMPA or application requirements unless AMSA expressly provides otherwise.

Where the student requires the Master <24 m AMPA as part of their AMSA pathway, $2,000.00 is payable at enrolment: the $1,500 initial qualification payment plus the $500 AMPA fee.
The remaining $2,495.00 qualification balance is payable in accordance with the student's invoice, agreed payment schedule and enrolment agreement.
Where PTG collects $2,000 at enrolment because the AMPA is required, PTG must ensure the applicable prepaid-fee protection requirements are satisfied before receiving and holding that amount. Collection of later course payments must also be administered under the applicable fee-protection arrangements.

Entry, Credit Transfer, funding, sea-service and AMSA certification requirements apply separately to each pathway. Completion of MAR30924 does not guarantee eligibility for another qualification, funded place, AMSA certificate or employment.
