Course Overview
The MAR30924 Certificate III in Maritime Operations, with the Master up to 24 metres Near Coastal specialisation, is a nationally recognised qualification for people working in the maritime industry who are seeking the training component required for an Australian Maritime Safety Authority (AMSA) Master less than 24 metres Near Coastal Certificate of Competency.
The qualification develops capability in vessel command and manoeuvring, passage planning, navigation and watchkeeping, seamanship, routine vessel maintenance, maritime regulation, environmental management, workplace relationships, firefighting, survival at sea and first aid.
Under the Career Start Traineeship Pathway, formal training and assessment delivered by Paradigm Training Group (PTG) is combined with relevant employment, workplace experience, supervision and on-the-job learning under a registered Training Contract and Training Plan.
To achieve the Master up to 24 metres Near Coastal specialisation, the trainee must be assessed as competent in all 15 required units of competency: 12 core units and all 3 Group A specialist elective units.
Important - qualification and AMSA certification are separate
Completing MAR30924 does not itself issue an AMSA Master less than 24 metres Near Coastal Certificate of Competency. The qualification is one component of the AMSA certification pathway. Separate age, English-language, medical, sea-service, first-aid, marine-radio, AMSA Mandated Practical Assessment (AMPA) and application requirements apply.

Queensland Government Career Start
Paradigm Training Group is a Queensland Government approved Skills Assure Supplier for eligible government-subsidised training. This MAR30924 offering is delivered through the Career Start apprenticeship/traineeship pathway.
Career Start is managed by the Queensland Government Department of Trade, Employment and Training (DTET). Under this pathway, an eligible trainee must be employed under a registered Training Contract for a funded traineeship qualification.
Current Career Start traineeship eligibility includes:
- A registered Training Contract for an eligible qualification funded under the program.
- For an overseas trainee, a visa that permits work in Australia.
- The trainee must not be enrolled in another DTET-funded qualification, subject to the current program rules.
- The trainee must not have already completed two government-funded apprenticeship/traineeship qualifications, including SATs, within the preceding 10 years.
Funding eligibility must be confirmed
Submission of an enrolment form does not itself confirm eligibility for Career Start funding. PTG completes the required Training Contract, eligibility and training-history checks before a subsidised enrolment is finalised. Current Queensland Government requirements prevail if eligibility rules change.
Accessing subsidised training may affect a person's entitlement to other Queensland Government subsidised training in the future. Students receiving subsidised training may also be asked to participate in a DTET survey about their training experience and outcomes.

Entry and Pre-Enrolment Suitability
There are no formal training-package entry requirements for MAR30924. This does not remove the separate requirements that apply to the Queensland traineeship, Career Start funding or the AMSA Certificate of Competency pathway.
Before enrolment is finalised, PTG reviews whether the training product, employment arrangements, delivery model and available support are suitable for the prospective trainee. This includes a review of the prospective trainee's language, literacy and numeracy proficiency, digital literacy and other skills or circumstances relevant to successful and safe participation.
Training Suitability
- Reason for undertaking the qualification and intended occupational outcome.
- Current maritime employment and workplace duties.
- Previous maritime, vessel-handling or practical experience.
- Previous qualifications, units, licences or certificates.
- Understanding of the separate AMSA certification requirements.
Learning and Participation

Reasonable adjustment may be considered where it does not remove competency requirements, compromise assessment validity or create an unacceptable safety risk.
Students must provide a valid Unique Student Identifier (USI) before nationally recognised certification documentation can be issued, unless a lawful exemption applies.

Career Start Fees and Payment Arrangements
The applicable fee depends on the trainee's Career Start fee status. PTG confirms the applicable fee and any exemption before the funded enrolment is finalised.
Student Co-Contribution Fee

The standard full-course fee shown below is based on PTG's current MAR30924 fee schedule. The student co-contribution may be paid by the trainee or on the trainee's behalf by another eligible payer. AMSA Mandated Practical Assessment and Interim Certificate
The AMPA is AMSA's final practical assessment for an applicant seeking a Master less than 24 metres Near Coastal Certificate of Competency. It is conducted in person by an appropriately approved RTO and assessor in accordance with AMSA requirements.
Qualification versus AMSA certification
The AMPA is not required to achieve MAR30924 itself. It is required as part of the separate AMSA Certificate of Competency pathway.
The AMPA must be completed within the timeframe prescribed by AMSA. Once completed and signed off, the AMPA is valid for 12 months. If the applicant does not apply for the Certificate of Competency before the AMPA expires, a new AMPA may be required.
After the applicant has submitted their Certificate of Competency application to AMSA, they may ask an approved RTO to consider issuing an Interim Certificate of Competency.
An Interim Certificate of Competency may allow an eligible applicant to commence the applicable duties for up to 60 days while AMSA assesses the application. Issue is discretionary and subject to the current AMSA and RTO requirements.

Credit Transfer and Recognition of Prior Learning
Credit Transfer
Credit Transfer may be available where valid AQF certification documentation or an authenticated USI transcript demonstrates successful completion of an identical or officially equivalent unit. PTG will confirm any effect on the Training Plan, attendance and Career Start co-contribution fee before the enrolment is finalised or adjusted.
Recognition of Prior Learning
RPL may be considered where sufficient, valid, authentic and current evidence demonstrates all requirements of the relevant unit or units. Funding and fee implications must be confirmed with PTG before proceeding.
Credit Transfer or RPL for qualification units does not remove AMSA's separate sea-service, medical, first-aid, marine-radio, AMPA or application requirements unless AMSA expressly provides otherwise.
Career Start Traineeship Enrolment
Submission of an online enrolment form does not by itself confirm Career Start eligibility or finalise a funded traineeship enrolment.
1
Confirm Training Contract
PTG confirms the applicable Queensland traineeship and registered Training Contract.
2
Verify Funding Eligibility
PTG completes the required Career Start eligibility, training-history and funding checks.
3
Review Suitability

4
Review Workplace
PTG reviews the employment arrangements and completes the required Employer Resource Assessment.
5
Confirm Training Plan, Fees and Costs
The Training Plan, fee status, student co-contribution, any employer costs, Credit Transfer/RPL arrangements and payment terms are explained and documented before enrolment is finalised.
6

Third-party arrangements
If a third party is engaged to provide recruitment, training, assessment or related services for this offering, PTG will identify the third party and explain the services they will provide before enrolment.
