Course Overview

The MAR30924 Certificate III in Maritime Operations, with the Master up to 24 metres Near Coastal specialisation, is a nationally recognised qualification for people working in the maritime industry who are seeking the training component required for an Australian Maritime Safety Authority (AMSA) Master less than 24 metres Near Coastal Certificate of Competency.

The qualification develops capability in vessel command and manoeuvring, passage planning, navigation and watchkeeping, seamanship, routine vessel maintenance, maritime regulation, environmental management, workplace relationships, firefighting, survival at sea and first aid.

Under the Queensland Government Career Start General Training Pathway, eligible participants may enrol directly with an approved Skills Assure Supplier. An employment-based apprenticeship or traineeship Training Contract is not required for this pathway.

To achieve the Master up to 24 metres Near Coastal specialisation, the trainee must be assessed as competent in all 15 required units of competency: 12 core units and all 3 Group A specialist elective units.

Important - qualification and AMSA certification are separate
Completing MAR30924 does not itself issue an AMSA Master less than 24 metres Near Coastal Certificate of Competency. The qualification is one component of the AMSA certification pathway. Separate age, English-language, medical, sea-service, first-aid, marine-radio, AMSA Mandated Practical Assessment (AMPA) and application requirements apply.

Queensland Government Career Start - General Training Pathway

Career Start is a Queensland Government funded vocational education and training program managed by the Department of Trade, Employment and Training (DTET). Paradigm Training Group is an approved Skills Assure Supplier for eligible subsidised training.

MAR30924 is currently listed on the Queensland Subsidised Training List for the General Training pathway. Under this pathway, an eligible person may enrol directly with PTG and does not need to be employed as an apprentice or trainee or enter into an apprenticeship/traineeship Training Contract.

Career Start entitlement
An eligible person may access a Career Start general-training qualification and an apprenticeship/traineeship, subject to the current program rules. If the apprenticeship or traineeship is completed first, the person is no longer eligible to access a general-training qualification under Career Start. A person cannot complete two General Training pathway qualifications under Career Start. Eligible people may also access one subsidised introductory-level skill set, subject to applicable restrictions.
Funding eligibility must be confirmed
Submission of an enrolment form does not itself confirm Career Start eligibility. PTG must verify the student's eligibility, training history, applicable qualification-specific restrictions or exemptions, and fee status before the subsidised enrolment is finalised.

Accessing subsidised training may affect a person's entitlement to other Queensland Government subsidised training in the future. Students receiving a subsidised training place may also be asked to complete a DTET survey about their training experience and outcomes.

Career Start General Training Eligibility

Under the current Career Start Program Policy, a person seeking a subsidised General Training place must generally:

  • Be aged 15 years or older (please also refer to AMSA requirements for licensing).
  • Not be a school student.
  • Permanently reside in Queensland.
  • Be an Australian citizen, Australian permanent resident including a humanitarian entrant, New Zealand citizen, or an eligible temporary resident with the required visa and working rights on a pathway to permanent residency.
  • Not already hold a certificate III or higher qualification completed within the 10 years immediately before enrolment, subject to applicable exclusions and qualification-specific exemptions.
  • Not be enrolled in another DTET-funded qualification, even if that enrolment is on hold or deferred. Foundation skills qualifications and self-funded/fee-for-service qualifications do not affect this criterion.
MAR30924 qualification-specific eligibility provision
The current Queensland Subsidised Training List provides that a student may already hold a Certificate III qualification in the Maritime industry where that qualification was not funded through the former Certificate 3 Guarantee program or SAS Programs for General Training. PTG must verify the person's training history and current eligibility before relying on this provision.
Eligibility rules can change
DTET may amend program eligibility requirements or qualification restrictions. Current Queensland Government requirements and the Queensland Subsidised Training List prevail at the time eligibility is assessed.
Entry and Pre-Enrolment Suitability

There are no formal training-package entry requirements for MAR30924. This does not remove the separate Career Start eligibility requirements or the separate requirements that apply to the AMSA Certificate of Competency pathway.

Before enrolment is finalised, PTG reviews whether the qualification, delivery model, training requirements and available support are suitable for the prospective student. This includes a review of the student's existing skills and competencies, language, literacy and numeracy proficiency, digital literacy and any circumstances relevant to successful and safe participation.

Training Suitability
  • Reason for undertaking the qualification and intended occupational outcome.
  • Previous maritime, vessel-handling or practical experience.
  • Previous qualifications, units, licences or certificates.
  • Career Start training history and funding eligibility.
  • Understanding of the separate AMSA certification requirements.
Learning and Participation
  • Language, literacy and numeracy proficiency.
  • Digital literacy and access to suitable technology.
  • Support or reasonable-adjustment requirements.
  • Capacity to safely participate in vessel, firefighting, first-aid, CPR and survival-at-sea activities.
Practical participation is required
MAR30924 includes mandatory practical activities. Any circumstance that may affect safe participation should be discussed with PTG before practical training or assessment commences. Reasonable adjustment may be considered where it does not remove competency requirements, compromise assessment validity or create an unacceptable safety risk.

Students must provide a valid Unique Student Identifier (USI) before nationally recognised certification documentation can be issued, unless a lawful exemption applies.

Course Delivery and Scheduling

PTG offers this qualification through a blended delivery model combining online learning, trainer-supported study, face-to-face practical training and competency-based assessment. Career Start General Training Fees and Payment Arrangements

Who can pay the co-contribution fee?
The fee may be paid by the student or by another eligible payer such as an employer, family member, friend or other organisation. Under the Career Start rules, the fee cannot be paid or waived by PTG or by a person or entity associated with PTG.

AMSA Mandated Practical Assessment and Interim Certificate

The AMPA is AMSA's final practical assessment for an applicant seeking a Master less than 24 metres Near Coastal Certificate of Competency. It is conducted by an appropriately approved RTO and assessor in accordance with AMSA requirements.

Qualification versus AMSA certification
The AMPA is not required to achieve MAR30924 itself. It is required as part of the separate AMSA Certificate of Competency pathway.

The AMPA must be completed and signed off within 12 months of the date of the first assessment. Once signed off, it is valid for submission to AMSA for 12 months from the date signed on the cover page.

After the applicant has submitted their Certificate of Competency application to AMSA and paid the applicable AMSA fee, they may ask an approved RTO to consider issuing an Interim Certificate of Competency.

An Interim Certificate of Competency may allow an eligible applicant to commence the applicable duties for up to 60 days while AMSA assesses the application. Issue is discretionary and subject to the current AMSA and RTO requirements.

Credit Transfer and Recognition of Prior Learning
Credit Transfer

Credit Transfer may be available where valid AQF certification documentation or an authenticated USI transcript demonstrates successful completion of an identical or officially equivalent unit. PTG will confirm any effect on the training schedule and Career Start fee before the enrolment is finalised or adjusted.

Recognition of Prior Learning

RPL may be considered where sufficient, valid, authentic and current evidence demonstrates all requirements of the relevant unit or units. The applicable funding, fee and assessment arrangements must be confirmed with PTG before proceeding.

Credit Transfer or RPL for qualification units does not remove AMSA's separate sea-service, medical, first-aid, marine-radio, AMPA or application requirements unless AMSA expressly provides otherwise.

Career Start General Training Enrolment

Submission of an online enrolment form does not by itself confirm Career Start eligibility or finalise a subsidised enrolment.

1
Submit Enrolment and Eligibility Information
The prospective student provides the information and evidence required for PTG to assess the enrolment.
2
Verify Career Start Eligibility
PTG checks age, school status, Queensland residency, citizenship/visa status, training history, current DTET-funded enrolments and any MAR30924-specific eligibility provisions.
3
Review Suitability
Existing skills, experience, qualifications, LLN proficiency, digital literacy, practical participation and support requirements are reviewed and the prospective student is advised about suitability.
4
Confirm Fee Status and Costs
PTG confirms whether the non-concessional or concessional co-contribution applies, explains the payment schedule and identifies any separate external or regulatory costs.
5
Confirm Training Arrangements
The delivery mode, enrolment period, practical workshop requirements, assessment arrangements, support services, Credit Transfer/RPL and student obligations are confirmed.
6
Enrolment Finalised and Training Commences
Once PTG has completed the required checks and the enrolment is approved, the student receives the applicable course access, training information and confirmed schedule.
Eligibility evidence
PTG will advise which documents are required for the individual student's Career Start eligibility and concession status. Required evidence may include identity, Queensland residency and citizenship/visa evidence, training-history information and concession evidence where applicable.
Third-party arrangements
If a third party is engaged to provide recruitment, training, assessment or related services for this offering, PTG will identify the third party and explain the services they will provide before enrolment.
