Course Overview

The MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) is a nationally recognised qualification for people working in the maritime industry who are seeking the training component required for an Australian Maritime Safety Authority (AMSA) Coxswain Grade 1 Near Coastal Certificate of Competency.

The qualification develops practical capability in vessel handling, passage planning and navigation, seamanship, marine-engine operation and maintenance, maritime regulation, environmental responsibilities, work health and safety, firefighting, survival at sea and first aid.

Under the Career Start traineeship pathway, formal training and assessment delivered by Paradigm Training Group is combined with relevant employment, workplace experience, supervision and on-the-job learning.

To achieve MAR20324, the trainee must be assessed as competent in all 13 core units of competency.

Important
Completing MAR20324 does not itself issue an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency. The qualification is one component of the AMSA certification pathway. Separate sea-service, medical, marine-radio, first-aid, AMPA and application requirements apply.
Coxswain Grade 1 Near Coastal - Duties and Functions

Once the separate AMSA Certificate of Competency has been issued, a Coxswain Grade 1 Near Coastal certificate holder may perform the duties and functions prescribed by Marine Order 505.

  • Operate in inshore waters or waters designated for Coxswain Grade 1 operations by a State or Territory authority.

  • Operate within 3 nautical miles of the parent vessel.
  • Inboard propulsion power less than 500 kW.

The certificate also permits the holder to act as chief mate or deck watchkeeper on a vessel less than 24 metres long in inshore waters and to undertake the duties and functions of a General Purpose Hand Near Coastal, Coxswain Grade 3 Near Coastal and Coxswain Grade 2 Near Coastal.

Queensland Government Career Start

Paradigm Training Group is a Queensland Government approved Skills Assure Supplier for eligible government-subsidised training. This MAR20324 offering is delivered through the Career Start traineeship pathway.

Career Start supports entry-level vocational education and training, including employment-based apprenticeships and traineeships. The Queensland Government pays an applicable training subsidy directly to the approved Skills Assure Supplier.

Funding eligibility must be confirmed
Submission of an enrolment form does not by itself confirm eligibility for Career Start funding. PTG completes the required eligibility and training-history checks before a subsidised enrolment is finalised.

Accessing subsidised training may affect a person's entitlement to other Queensland Government subsidised training in the future.

Students receiving Queensland Government subsidised training may also be asked to participate in government surveys about their training goals, experience and outcomes.

Career Start Fees and Payment Schedules

The fees that apply depend on whether the trainee is completing the qualification as an out-of-school trainee or as a registered School-Based Apprentice or Trainee (SAT).

Understanding the fees
The Student Co-Contribution Fee is the fee associated with the trainee's subsidised training. It may be paid by the trainee or on the trainee's behalf by their employer or another eligible third party.

Any Additional Co-Contribution Fee charged to the employer is separate from the trainee's Student Co-Contribution Fee.
Payment Schedule 1
Out-of-School Trainee
Who is this for?

An out-of-school trainee is a person undertaking the qualification through a registered Queensland traineeship who is not registered as a School-Based Apprentice or Trainee.

This generally includes full-time and part-time trainees completing their traineeship outside secondary school.

Student Co-Contribution Fee
$788.80
Full-course Student Co-Contribution Fee.*

*Based on the applicable $1.60 per nominal hour Career Start traineeship fee. Credit Transfer may reduce the final amount payable where applicable.

Student Payment Schedule
Initial Payment - 30%
$236.64
Initial amount under PTG's standard payment schedule.
Remaining Balance - 70%
$552.16
Payable later in accordance with PTG's invoice and agreed payment schedule.
Why is the fee split?
PTG does not require more than 30% of the Student Co-Contribution Fee upfront unless the trainee or fee payer expressly requests to pay a higher amount.
Who may pay the Student Co-Contribution Fee?
The trainee may pay the fee personally, or the employer or another eligible third party may pay it on the trainee's behalf. It remains the trainee's Student Co-Contribution Fee regardless of who makes the payment.
Payment Schedule 2
School-Based Trainee
Who is this for?

A School-Based Apprentice or Trainee (SAT) is a secondary-school student completing a formally registered school-based apprenticeship or traineeship while continuing at school.

Simply being school-aged or attending school does not make a traineeship school-based. The Training Contract must be formally registered as a School-Based Apprenticeship or Traineeship.

Student Co-Contribution Fee
$0
Eligible school-based apprentices and trainees receive a full Student Co-Contribution Fee exemption.
Payment Schedule

There is no Student Co-Contribution Fee to pay while the trainee remains eligible for the school-based fee exemption.

If the trainee leaves school before completing the traineeship
If the Training Contract converts from a school-based traineeship to a full-time or part-time traineeship, a Student Co-Contribution Fee may become payable for units that have not yet commenced. PTG will confirm the applicable fee before further training proceeds.
Payment Schedule 3
Employer
Who is this for?

The employer is the business or organisation employing the trainee under the registered Training Contract and providing the workplace, supervision and on-the-job training required for the traineeship.

Additional Co-Contribution Fee charged to the Employer
$500.00
Where applicable and agreed as part of PTG's traineeship arrangement.

This fee is separate from the trainee's Student Co-Contribution Fee and separate from the Queensland Government subsidy.

Any Additional Co-Contribution Fee charged to the employer is negotiated, agreed and documented with the employer before the trainee enrols and training commences.

PTG Employer Payment Schedule
Initial Payment - 30%
$150.00
Remaining Balance - 70%
$350.00

The employer's fee and payment schedule are confirmed in writing before the trainee enrols and training commences.

School-based traineeships
Under PTG's current MAR20324 school-based traineeship offering, the Additional Co-Contribution Fee charged to the employer is $0.
Separate Regulatory Assessment
Coxswain Grade 1 AMSA Mandated Practical Assessment
$500.00

The AMPA fee is separate from both the Student Co-Contribution Fee and the Additional Co-Contribution Fee charged to the employer.

The $500 AMPA fee may be paid by either the trainee or the employer.

If required, the AMPA fee must be paid upfront.

The AMPA is not required to achieve MAR20324 itself. It is required where the applicant intends to obtain an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency.

AMSA Mandated Practical Assessment and Interim Certificate

The Coxswain Grade 1 AMPA is the final practical assessment required by AMSA for an applicant seeking a Coxswain Grade 1 Near Coastal Certificate of Competency.

Qualification versus AMSA certification
The AMPA is not required to achieve MAR20324 itself. It is required for an applicant seeking the AMSA Coxswain Grade 1 Near Coastal Certificate of Competency.

After the applicant has lodged their Certificate of Competency application with AMSA, they may ask an approved RTO to consider issuing an Interim Certificate of Competency.

An Interim Certificate of Competency may permit an eligible applicant to commence the applicable duties for up to 60 days while AMSA assesses the full application. Issue is discretionary and subject to AMSA and RTO requirements.
Credit Transfer and Recognition of Prior Learning
Credit Transfer

May be available where valid evidence demonstrates successful completion of an identical or officially equivalent unit. A Student Co-Contribution Fee is not charged for a unit granted Credit Transfer.

Recognition of Prior Learning

May be considered where sufficient, valid, authentic and current evidence demonstrates all requirements of the relevant unit. Funding and fee implications must be confirmed with PTG before proceeding.

Credit Transfer or RPL for qualification units does not remove AMSA's separate sea-service, medical, first-aid, marine-radio, AMPA or application requirements.
