Course Overview
The MAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) is a nationally recognised qualification for people seeking the training component required for an Australian Maritime Safety Authority (AMSA) Coxswain Grade 1 Near Coastal Certificate of Competency.
The qualification develops skills in vessel handling, navigation, seamanship, marine-engine operation and maintenance, maritime regulation, environmental responsibilities, work health and safety, firefighting, survival at sea and first aid.
This offering is delivered through the Queensland Government Career Start General Training Pathway. Eligible students may enrol directly with PTG and do not need to be employed under an apprenticeship or traineeship Training Contract.
To achieve MAR20324, a student must be assessed as competent in all 13 core units of competency.
Important
Successful completion of MAR20324 does not itself result in an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency. Separate AMSA sea-service, medical, first-aid, marine-radio, final-assessment and application requirements apply.
Coxswain Grade 1 Near Coastal - Duties and Functions
Once issued by AMSA, a Coxswain Grade 1 Near Coastal Certificate of Competency permits the holder to perform the applicable duties and functions prescribed under Marine Order 505.
General Operations
- Command and operate the engines of a vessel less than 12 metres long.
- Operate in inshore waters or other waters designated for Coxswain Grade 1 operations by a State or Territory authority.

- Outboard propulsion power unlimited.
Tender Operations
- Command and operate a tender less than 12 metres long.
- Operate within 3 nautical miles of the parent vessel.
- Inboard propulsion power less than 500 kW.
- Outboard propulsion power unlimited.

Queensland Government Career Start - General Training Pathway
Paradigm Training Group is a Queensland Government approved Skills Assure Supplier for eligible government-subsidised training. This MAR20324 offering is available through the Career Start General Training Pathway.
General Training means direct enrolment
Students do not need an employer or registered apprenticeship/traineeship Training Contract to enrol through this pathway.
General eligibility
To access a Career Start subsidised place through the General Training Pathway, a student must meet the applicable Queensland Government eligibility requirements at the time of enrolment. These currently include:
- Be aged 15 years or older.
- Not be a school student.
- Permanently reside in Queensland.
- Meet the applicable Australian citizenship, permanent residency, New Zealand citizenship or eligible visa requirements.
- Not have completed a Certificate III or higher qualification within the previous 10 years, subject to the exclusions provided under the Career Start policy.
- Not be currently enrolled in another DTET-funded qualification, subject to the permitted exclusions.
- Meet any additional restrictions applying to lower-level subsidised qualifications.
Lower-level qualification restrictions apply
MAR20324 is a funded lower-level qualification under Career Start. Previous Queensland Government subsidised lower-level qualifications may affect eligibility. PTG will review the student's previous and current training before confirming funding.
An individual cannot access two General Training Pathway qualifications under Career Start. Undertaking subsidised training may therefore affect access to other Queensland Government funded training in the future.
Students receiving Queensland Government subsidised training may also be asked to participate in government surveys about their training goals, experience and outcomes.

Entry and Pre-Enrolment Suitability Assessment
There are no formal training-package entry requirements for MAR20324.
Before a Career Start General Training enrolment is finalised, PTG conducts a Pre-Enrolment Assessment to determine whether the qualification, delivery model and intended outcome are suitable for the prospective student.
The assessment includes an interview or conversation with the student and consideration of:
Training Suitability
- Reason for undertaking the training.
- Intended maritime employment or regulatory outcome.
- Previous work, study or practical experience.
- Existing qualifications, units, licences or certificates.
- Previous and current government-funded training.
Learning and Participation
- Language, literacy and numeracy proficiency.
- Digital literacy and online-learning capability.
- Access to suitable technology and internet.
- Support or reasonable-adjustment requirements.
- Capacity to safely participate in vessel, firefighting, first-aid, CPR and aquatic activities.
PTG foundation-skills review
PTG reviews each prospective student's language, literacy, numeracy and digital literacy before enrolment. Students may be required to complete PTG's pre-enrolment LLN assessment where this is required to obtain sufficient evidence of their current skills.
Practical participation is required
Reasonable adjustment may be available where appropriate, but cannot remove essential competency requirements, compromise safety or assessment validity, or override AMSA or training-package requirements.
A valid Unique Student Identifier (USI) must be provided before nationally recognised certification can be issued, unless a lawful exemption applies.
Course Delivery and Duration
MAR20324 is offered over an enrolment period of up to 12 months through a blended combination of online learning, trainer-supported study, face-to-face practical training and competency-based assessment.

AMSA Mandated Practical Assessment (AMPA)
The Coxswain Grade 1 AMPA is the final practical assessment required by AMSA for a person seeking a Coxswain Grade 1 Near Coastal Certificate of Competency.
Important distinction
The AMPA is not required to achieve MAR20324 itself. It is required where the student intends to apply for the AMSA Coxswain Grade 1 Near Coastal Certificate of Competency.
Completion period
The complete AMPA must be completed within 12 months of the date of the first assessed AMPA task.
Validity after completion
Once completed, the AMPA is valid for submission to AMSA for 12 months from the date the assessor signs the completed cover page.
PTG AMPA Fee: $500.00
This is a separate regulatory assessment fee and is not included in the Career Start Co-Contribution Fee. It is payable before participation in the booked AMPA.
The AMPA fee may be paid by the student or on the student's behalf by another person or organisation, including an employer.
Interim Certificate of Competency
After an applicant has lodged their full Certificate of Competency application with AMSA, they may ask an approved RTO to consider issuing an Interim Certificate of Competency.
An eligible Interim Certificate of Competency may allow the applicant to commence the applicable duties for up to 60 days while AMSA assesses the full application.
Issue of an interim certificate is at the discretion of the RTO and is subject to AMSA requirements and verification of the applicable evidence. It is not automatically issued following completion of the course or AMPA.
Career Start Fees and Payment Schedule
PTG publishes separate non-concessional and concessional Student Co-Contribution Fees for this Career Start General Training offering.
The Co-Contribution Fee is the total mandatory fee charged by PTG for delivery, assessment, standard learning resources and issue of the qualification. Separate external regulatory costs and the optional course add-on of the AMSA Mandated Practical Assessment are identified below.

Refunds, Withdrawal and Cancellation
Career Start refunds and withdrawals are managed in accordance with current Skills Assure Supplier requirements, PTG's applicable refund arrangements and the student's enrolment terms.
Before Training Commences
Where enrolment is cancelled before training has commenced, applicable Co-Contribution Fees already paid are refundable in accordance with current Skills Assure Supplier requirements.
After Training Commences
Where a student withdraws after training has commenced, any applicable refund is determined proportionately in accordance with the units affected, training already provided and current SAS and PTG requirements.
Full information about withdrawals, refunds, cancellations and student rights is available in the Paradigm Training Group Student Handbook .
Credit Transfer and Recognition of Prior Learning
Credit Transfer
Credit Transfer may be available where valid evidence confirms successful completion of an identical or officially equivalent unit of competency. No Career Start Co-Contribution Fee is charged for a unit granted Credit Transfer.
Recognition of Prior Learning
RPL may be considered where a student can provide sufficient, valid, authentic and current evidence demonstrating all requirements of the relevant unit. PTG will advise the student of the assessment, funding and fee implications before proceeding.
Credit Transfer or RPL for qualification units does not remove AMSA's separate sea-service, medical, first-aid, marine-radio, AMPA or Certificate of Competency application requirements.
