Eligible students may enrol directly with PTG and do not need to be employed under an apprenticeship or traineeship Training Contract. \n\nTo achieve MAR20324\, a student must be assessed as competent in all 13 core units of competency. \n\nImportant\nSuccessful completion of MAR20324 does not itself result in an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency. Separate AMSA sea-service\, medical\, first-aid\, marine-radio\, final-assessment and application requirements apply.\n\n\n\nCoxswain Grade 1 Near Coastal - Duties and Functions\n\nOnce issued by AMSA\, a Coxswain Grade 1 Near Coastal Certificate of Competency permits the holder to perform the applicable duties and functions prescribed under Marine Order 505. \n\n\nGeneral Operations \n\n\n	Command and operate the engines of a vessel less than 12 metres long.\n	Operate in inshore waters or other waters designated for Coxswain Grade 1 operations by a State or Territory authority.\n	Inboard propulsion power less than 500 kW.\n	Outboard propulsion power unlimited.\n\n\n\nTender Operations \n\n\n	Command and operate a tender less than 12 metres long.\n	Operate within 3 nautical miles of the parent vessel.\n	Inboard propulsion power less than 500 kW.\n	Outboard propulsion power unlimited.\n\n\n\n\nAdditional functions\nThe certificate also permits the holder to act as chief mate or deck watchkeeper on a vessel less than 24 metres long in inshore waters and to undertake the duties and functions of a General Purpose Hand Near Coastal\, Coxswain Grade 3 Near Coastal and Coxswain Grade 2 Near Coastal.\n\nView AMSA Requirements View Marine Order 505 \n\n\n\nCareer Start General Training – Entry and Pre-Enrolment\n\nMAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) has no formal training-package entry requirements. This offering is available to eligible Queensland participants through the Queensland Government Career Start – General Training Pathway. \n\nDirect enrolment – no employer or Training Contract required\nThe General Training Pathway allows eligible students to enrol directly with PTG. You do not need to be employed in the maritime industry or have a registered apprenticeship or traineeship Training Contract\, unless a separate course or regulatory requirement applies.\n\nCareer Start funding eligibility\n\nParadigm Training Group is an approved Queensland Government Skills Assure Supplier. For eligible students\, the Queensland Government contributes towards the cost of training by paying an applicable subsidy directly to PTG. The student pays the applicable co-contribution fee. \n\nTo access a subsidised General Training place\, students must meet the current Queensland Government eligibility requirements\, including: \n\n\n	Be aged 15 years or older and no longer attending school.\n	Permanently reside in Queensland.\n	Meet the applicable citizenship\, permanent residency\, New Zealand citizenship or eligible visa requirements.\n	Not have completed a Certificate III or higher qualification within the previous 10 years\, subject to Queensland Government exclusions.\n	Not be currently enrolled in another DTET-funded qualification\, subject to permitted exclusions.\n\n\nFunding eligibility must be confirmed\nSubmission of an enrolment form does not confirm Career Start funding. PTG will review your eligibility and previous and current training before a subsidised enrolment is finalised. Students cannot access two General Training Pathway qualifications under Career Start\, and undertaking subsidised training may affect access to other Queensland Government funded training.\n\nStudents receiving Queensland Government subsidised training may also be invited to participate in government surveys about their training goals\, experience and outcomes. \n\nView Queensland Government Career Start \n\nPre-enrolment suitability assessment\n\nBefore enrolment is finalised\, PTG will assess whether the qualification\, delivery model and intended outcome are suitable for you. This includes discussing your training goals\, intended maritime or regulatory outcome\, previous experience and qualifications\, and any previous or current government-funded training. \n\nPTG will also review your language\, literacy\, numeracy and digital skills\, technology and internet access\, and any support or reasonable-adjustment needs. You may be asked to complete PTG's pre-enrolment LLN assessment where further evidence of your foundation skills is required. \n\nPractical participation and support\n\nStudents must participate in practical maritime activities including vessel operations\, machinery\, navigation\, firefighting\, emergency response\, first aid\, CPR and survival-at-sea activities. Any condition or support need that may affect safe participation should be discussed with PTG before practical training begins. \n\nReasonable adjustments may be available where appropriate\, provided they do not remove competency requirements\, compromise assessment validity or safety\, or override training product or regulatory requirements. \n\n\nAMSA eligibility and application\n\nIf you intend to obtain an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency\, review AMSA's current eligibility and application requirements before enrolling. \n\nCompleting MAR20324 does not automatically result in an AMSA Certificate of Competency. Separate AMSA requirements apply\, including qualifying sea service\, medical fitness\, current first aid\, marine-radio certification\, the AMSA Mandated Practical Assessment (AMPA) and the AMSA application process. \n\nFurther information: medical fitness\, qualifying sea service and myAMSA applications. \n\n\nUnique Student Identifier (USI)\n\nA valid USI must be provided before PTG can issue nationally recognised certification documentation\, unless a lawful exemption applies. \n\n\n\nCourse Delivery\n\nMAR20324 is offered over an enrolment period of up to 12 months through a blended combination of online learning\, trainer-supported study\, face-to-face practical training and competency-based assessment. \n\n\n\n1\n\nOnline Learning\n\nPre-learning and theory\n\n\n\n2\n\nPractical Workshop\n\nSeven practical days\n\n\n\n3\n\nAssessment\n\nKnowledge and practical assessment\n\n\n\nThe seven-day workshop is not the entire course.\nStudents must complete the required online learning\, training\, practice and assessment requirements across the enrolment period.\n\nOnline Learning\n\nRequired online pre-learning and formative activities must generally be completed before attending the face-to-face practical workshop. \n\n\n	Reading learner resources.\n	Theory and formative activities.\n	Presentations\, videos and supporting materials.\n	Accessing trainer and assessor support as required.\n\n\nSeven-Day Practical Workshop\n\nPractical training and assessment may include: \n\n\n	Vessel handling and manoeuvring.\n	Passage planning and navigation.\n	Seamanship activities.\n	Marine-engine and auxiliary-system operation and servicing.\n	Maritime regulation and environmental responsibilities.\n	Firefighting and emergency response.\n	Survival-at-sea and vessel-abandonment activities.\n	Work health and safety activities.\n	First aid and CPR.\n\n\nCurrent HLTAID011\nStudents who already hold an identical or officially equivalent HLTAID011 Provide First Aid unit may apply for Credit Transfer. It is not automatically issued following completion of the course or AMPA. \n\n\n\nCareer Start Fees and Payment Schedule\n\nPTG publishes separate non-concessional and concessional Student Co-Contribution Fees for this Career Start General Training offering. \n\nThe Co-Contribution Fee is the total mandatory fee charged by PTG for delivery\, assessment\, standard learning resources and issue of the qualification. Separate external regulatory costs and the optional course add-on of the AMSA Mandated Practical Assessment are identified below. \n\n\n\nNon-Concessional\n\n$572.00\n\nFull Student Co-Contribution Fee\n\n\n\nConcessional\n\n$150.00\n\nSubject to confirmed concessional eligibility\n\n\n\nWho may qualify for the concessional fee?\n\nConcessional status must be confirmed by PTG at enrolment. Under the current Skills Assure Supplier Policy\, concessional status includes students who: \n\n\n	Hold a Health Care Card\, Veteran Card or Pensioner Concession Card issued under Commonwealth law.\n	Are the partner or dependant of an eligible cardholder and are named on the card.\n	Hold an applicable Commonwealth form confirming entitlement to a concession.\n	Identify as Aboriginal or Torres Strait Islander.\n	Have a disability.\n	Are from a non-English speaking background.\n	Are an adult prisoner.\n\n\nEvidence is required.\nPTG must confirm and retain evidence supporting concessional status before applying the concessional fee.\n\nWhen are the course fees paid?\n\nPTG will not require more than 30% of the applicable Student Co-Contribution Fee upfront\, unless the student or fee payer expressly requests to pay a higher amount. \n\n\n\nNon-Concessional\n\n$171.60 initial payment\n$400.40 remaining balance\n\n\n\nConcessional\n\n$45.00 initial payment\n$105.00 remaining balance\n\n\n\nUnder PTG's current payment schedule\, the remaining Co-Contribution Fee is payable after completion of the required theory component and before the student books their practical workshop\, unless another compliant written payment arrangement has been agreed. \n\nWho may pay the Co-Contribution Fee?\nThe student may pay the fee personally\, or it may be paid on the student's behalf by an employer\, family member\, friend or another organisation that is unrelated to PTG.\n\nAMSA Mandated Practical Assessment\n\n\nSeparate Regulatory Assessment Fee\n\n$500.00\n\nThe AMPA is separate from the Career Start Co-Contribution Fee. It may be paid by the student or another person or organisation on the student's behalf\, including an employer. If required\, the AMPA fee must be paid upfront. \n\n\nTotal PTG Fees\n\nThe totals below show the amount payable to PTG for the funded qualification and\, where selected\, the separate Coxswain Grade 1 AMPA. \n\n\n\nNon-Concessional\n\n\nQualification $572.00\n\nAMPA\, if undertaken $500.00\n\nTotal with AMPA $1\,072.00\n\n\n\n\nConcessional\n\n\nQualification $150.00\n\nAMPA\, if undertaken $500.00\n\nTotal with AMPA $650.00\n\n\n\n\nAMPA not required?\nA student who is completing MAR20324 only pays the applicable Career Start Co-Contribution Fee. The qualification is one component of the AMSA certification pathway. Separate sea-service\, medical\, marine-radio\, first-aid\, AMPA and application requirements apply.\n\n\n\nCoxswain Grade 1 Near Coastal - Duties and Functions\n\nOnce the separate AMSA Certificate of Competency has been issued\, a Coxswain Grade 1 Near Coastal certificate holder may perform the duties and functions prescribed by Marine Order 505. \n\n\n\nGeneral Operations\n\n\n	Command and operate the engines of a vessel less than 12 metres long.\n	Operate in inshore waters or waters designated for Coxswain Grade 1 operations by a State or Territory authority.\n	Inboard propulsion power less than 500 kW.\n	Outboard propulsion power unlimited.\n\n\n\n\nTender Operations\n\n\n	Command and operate a tender less than 12 metres long.\n	Operate within 3 nautical miles of the parent vessel.\n	Inboard propulsion power less than 500 kW.\n	Outboard propulsion power unlimited.\n\n\n\n\nAdditional functions\nThe certificate also permits the holder to act as chief mate or deck watchkeeper on a vessel less than 24 metres long in inshore waters and to undertake the duties and functions of a General Purpose Hand Near Coastal\, Coxswain Grade 3 Near Coastal and Coxswain Grade 2 Near Coastal.\n\nView AMSA Requirements View Marine Order 505 \n\n\n\nCareer Start Traineeship – Entry and Pre-Enrolment\n\nMAR20324 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal) has no formal training-package entry requirements. Eligible trainees may access Queensland Government subsidised training under Career Start.\nFunding is not confirmed simply by submitting an enrolment form. PTG must first verify your registered Training Contract\, current Career Start eligibility and relevant training history. Any applicable Student Co-Contribution Fee or other agreed fees will be confirmed before enrolment. \n\nCurrent Career Start rules also restrict concurrent government-funded training and previous funded apprenticeship or traineeship qualifications. School students are not eligible for Career Start apprenticeship or traineeship funding\, even where QTIS separately permits a school-based traineeship arrangement. \n\nUndertaking subsidised training may affect access to other Queensland Government funded training. Funded trainees may also be invited to participate in government surveys about their training experience and outcomes. \n\nView Queensland Government Career Start View MAR20324 on QTIS \n\n\n\nWhat will PTG check before I enrol?\n\nPTG will check that the qualification and traineeship pathway are suitable for you. We will discuss your work role\, training goals\, relevant experience and qualifications\, language\, literacy\, numeracy and digital skills\, technology access\, and any support you may need. Where further evidence of foundation skills is required\, you may be asked to complete PTG's pre-enrolment LLN assessment. \n\n\nHow does the traineeship work?\n\n\nYour employer\n\nProvides suitable maritime work\, workplace resources\, appropriate supervision and opportunities for you to develop and practise the skills required by the Training Plan. \n\n\nParadigm Training Group\n\nReviews the workplace\, completes the required Employer Resource Assessment\, develops the Training Plan with you and your employer\, and provides\, monitors and assesses the formal training. \n\n\n\nTraining duration\nQTIS lists a 12-month nominal full-time contract term. Your actual training sequence\, duration and assessment schedule are determined through your registered Training Contract and individual Training Plan. The practical workshop is only one component of the traineeship.\n\n\nWhat practical activities are involved?\n\nYou must participate in practical maritime activities including vessel operations\, machinery\, navigation\, firefighting\, emergency response\, first aid\, CPR and survival-at-sea activities. If a medical condition\, injury\, disability or other circumstance may affect your ability to participate safely\, please discuss this with PTG before practical training begins. \n\nReasonable adjustment may be available where appropriate\, provided it does not remove competency requirements\, compromise assessment validity or safety\, or override training product\, funding or regulatory requirements. \n\n\n\nWhat about AMSA certification?\n\nCompleting MAR20324 does not automatically give you an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency. \n\nIf you intend to obtain this certificate\, review AMSA's current Coxswain Grade 1 requirements before enrolling. It may be paid by the trainee or on the trainee's behalf by their employer or another eligible third party.\n\nAny Additional Co-Contribution Fee charged to the employer is separate from the trainee's Student Co-Contribution Fee.\n\n\nPayment Schedule 1\n\nOut-of-School Trainee\n\n\n\nWho is this for?\n\nAn out-of-school trainee is a person undertaking the qualification through a registered Queensland traineeship who is not registered as a School-Based Apprentice or Trainee. \n\nThis generally includes full-time and part-time trainees completing their traineeship outside secondary school. \n\n\nStudent Co-Contribution Fee\n\n$788.80\n\nFull-course Student Co-Contribution Fee.*\n\n\n*Based on the applicable $1.60 per nominal hour Career Start traineeship fee. Credit Transfer may reduce the final amount payable where applicable. \n\nStudent Payment Schedule\n\n\n\nInitial Payment - 30%\n\n$236.64\n\nInitial amount under PTG's standard payment schedule.\n\n\n\nRemaining Balance - 70%\n\n$552.16\n\nPayable later in accordance with PTG's invoice and agreed payment schedule.\n\n\n\nWhy is the fee split?\nPTG does not require more than 30% of the Student Co-Contribution Fee upfront unless the trainee or fee payer expressly requests to pay a higher amount.\n\nWho may pay the Student Co-Contribution Fee?\nThe trainee may pay the fee personally\, or the employer or another eligible third party may pay it on the trainee's behalf. It remains the trainee's Student Co-Contribution Fee regardless of who makes the payment.\n\n\n\nPayment Schedule 2\n\nSchool-Based Trainee\n\n\n\nWho is this for?\n\nA School-Based Apprentice or Trainee (SAT) is a secondary-school student completing a formally registered school-based apprenticeship or traineeship while continuing at school. \n\nSimply being school-aged or attending school does not make a traineeship school-based. The Training Contract must be formally registered as a School-Based Apprenticeship or Traineeship. \n\n\nStudent Co-Contribution Fee\n\n$0\n\nEligible school-based apprentices and trainees receive a full Student Co-Contribution Fee exemption.\n\n\nPayment Schedule\n\nThere is no Student Co-Contribution Fee to pay while the trainee remains eligible for the school-based fee exemption. \n\nIf the trainee leaves school before completing the traineeship\nIf the Training Contract converts from a school-based traineeship to a full-time or part-time traineeship\, a Student Co-Contribution Fee may become payable for units that have not yet commenced. PTG will confirm the applicable fee before further training proceeds.\n\n\n\nPayment Schedule 3\n\nEmployer\n\n\n\nWho is this for?\n\nThe employer is the business or organisation employing the trainee under the registered Training Contract and providing the workplace\, supervision and on-the-job training required for the traineeship. \n\n\nAdditional Co-Contribution Fee charged to the Employer\n\n$500.00\n\nWhere applicable and agreed as part of PTG's traineeship arrangement.\n\n\nThis fee is separate from the trainee's Student Co-Contribution Fee and separate from the Queensland Government subsidy. \n\nAny Additional Co-Contribution Fee charged to the employer is negotiated\, agreed and documented with the employer before the trainee enrols and training commences. \n\nPTG Employer Payment Schedule\n\n\n\nInitial Payment - 30%\n\n$150.00\n\n\n\nRemaining Balance - 70%\n\n$350.00\n\n\n\nThe employer's fee and payment schedule are confirmed in writing before the trainee enrols and training commences. \n\nSchool-based traineeships\nUnder PTG's current MAR20324 school-based traineeship offering\, the Additional Co-Contribution Fee charged to the employer is $0.\n\n\n\nSeparate Regulatory Assessment\n\nCoxswain Grade 1 AMSA Mandated Practical Assessment\n\n$500.00\n\nThe AMPA fee is separate from both the Student Co-Contribution Fee and the Additional Co-Contribution Fee charged to the employer. \n\nThe $500 AMPA fee may be paid by either the trainee or the employer. \n\nIf required\, the AMPA fee must be paid upfront. \n\nThe AMPA is not required to achieve MAR20324 itself. It is required where the applicant intends to obtain an AMSA Coxswain Grade 1 Near Coastal Certificate of Competency. \n\n\nTotal PTG Fee Summary\n\nThe totals below show the combined fees payable to PTG across the trainee and employer. They do not mean that the trainee personally pays the entire amount. \n\n\nOut-of-School Traineeship\n\n\n\nStudent Co-Contribution Fee\n\n$788.80\n\n\n\nEmployer Additional Co-Contribution Fee\n\n$500.00\n\n\n\nTotal PTG training fees\n\n$1\,288.80\n\n\n\nTotal if AMPA is also undertaken\n\n$1\,788.80\n\n\n\n\n\nEligible School-Based Traineeship\n\n\n\nStudent Co-Contribution Fee\n\n$0\n\n\n\nEmployer Additional Co-Contribution Fee\n\n$0\n\n\n\nTotal PTG training fees\n\n$0\n\n\n\nTotal if AMPA is also undertaken\n\n$500.00\n\n\n\n\nWho pays the AMPA?\nThe AMPA may be paid by either the trainee or the employer. The overall PTG fee total does not change; only the party responsible for the $500 AMPA payment changes.\n\nOther Costs\n\nThe following costs are not included in the PTG training fees shown above: \n\n\n	SROCP or higher marine-radio certification where not already held or separately included.\n	AMSA Certificate of Competency application fee.\n	Medical and eyesight assessment.\n	Photographs and identity-document costs.\n	Australia Post charges where applicable.\n	Travel\, accommodation and meals.\n	Personal clothing and equipment identified in the participation requirements.\n\n\nFees are confirmed before enrolment\nPTG will confirm the trainee's Career Start eligibility\, school-based or out-of-school status\, applicable Student Co-Contribution Fee\, any Credit Transfer adjustment\, any Additional Co-Contribution Fee agreed with the employer\, the applicable payment schedules and any separate regulatory costs before the funded enrolment is finalised.\n\n\n\nAMSA Mandated Practical Assessment and Interim Certificate\n\nThe Coxswain Grade 1 AMPA is the final practical assessment required by AMSA for an applicant seeking a Coxswain Grade 1 Near Coastal Certificate of Competency. \n\nQualification versus AMSA certification\nThe AMPA is not required to achieve MAR20324 itself. It is required for an applicant seeking the AMSA Coxswain Grade 1 Near Coastal Certificate of Competency.\n\nAfter the applicant has lodged their Certificate of Competency application with AMSA\, they may ask an approved RTO to consider issuing an Interim Certificate of Competency. \n\nAn Interim Certificate of Competency may permit an eligible applicant to commence the applicable duties for up to 60 days while AMSA assesses the full application. Issue is discretionary and subject to AMSA and RTO requirements.\n\n\n\nCredit Transfer and Recognition of Prior Learning\n\n\nCredit Transfer \n\nMay be available where valid evidence demonstrates successful completion of an identical or officially equivalent unit. A Student Co-Contribution Fee is not charged for a unit granted Credit Transfer. \n\n\nRecognition of Prior Learning \n\nMay be considered where sufficient\, valid\, authentic and current evidence demonstrates all requirements of the relevant unit. Funding and fee implications must be confirmed with PTG before proceeding. \n\n\n\nCredit Transfer or RPL for qualification units does not remove AMSA's separate sea-service\, medical\, first-aid\, marine-radio\, AMPA or application requirements. \n\n\n\nCareer Start Traineeship Enrolment\n\nSubmission of an online enrolment form does not by itself confirm Career Start eligibility or finalise a funded traineeship enrolment. \n\n\n\n1\n\nConfirm Training Contract\nPTG confirms the applicable Queensland traineeship and Training Contract.\n\n\n\n2\n\nVerify Funding Eligibility\nPTG completes the required Career Start eligibility and training-history checks.\n\n\n\n3\n\nReview Suitability\nExisting skills\, experience\, qualifications\, foundation skills and support requirements are reviewed.\n\n\n\n4\n\nReview Workplace\nPTG completes the required Employer Resource Assessment.\n\n\n\n5\n\nConfirm Training Plan and Fees\nThe Training Plan\, applicable student and employer fees\, school-based status\, Credit Transfer and payment arrangements are confirmed.\n\n\n\n6\n\nTraining Commences\nThe trainee receives access to the applicable resources and confirmed training schedule.\n\n\n\n\n\nStudent Support and Rights\n\nParadigm Training Group provides support according to the trainee's individual needs and the requirements of the qualification and Training Plan. \n\n\n	Language\, literacy\, numeracy and digital support.\n	Assistance accessing online learning.\n	Additional trainer guidance.\n	Reasonable adjustment where appropriate.\n	Further training or assessment opportunities.\n	Referral to external support services where appropriate.\n\n\nSupport and reasonable adjustment cannot remove competency requirements\, compromise assessment validity or safety\, override AMSA or funding requirements\, or guarantee a successful outcome.\n\nFurther information about fees\, refunds\, privacy\, complaints and appeals\, student responsibilities and support is available in the Paradigm Training Group Student Handbook . \n\n\n\nFurther Maritime Pathways\n\n\nMAR30924 Certificate III in Maritime Operations - Master up to 24 metres Near Coastal\n\nMAR30824 Certificate III in Maritime Operations - Marine Engine Driver Grade 2 Near Coastal\n\n\nTraining-product requirements\, funding eligibility\, Credit Transfer\, sea service and AMSA requirements apply separately to each pathway. \n\n\n\nTraining product requirements\, licensing and regulatory requirements\, application processes\, fees and other external requirements may change from time to time. Students should refer to the current National Register and relevant regulatory\, licensing or industry authority information where applicable. Where information provided by Paradigm Training Group differs from current authoritative requirements\, the current requirements will prevail. Completion of training does not guarantee successful course completion\, the issue of any licence\, certificate\, registration or other external approval\, or employment. \n\n\nThere are currently no openings available for this course.

The Long Range Operator Certificate of Proficiency (LROCP) is a separate marine radio certificate issued through the Office of Maritime Communications at the Australian Maritime College (AMC)\, acting under arrangements with the Australian Communications and Media Authority (ACMA).\n\nView MARC043 on training.gov.au View AMSA Marine Radio Requirements \n\n\n\nMarine Radio Certificate Requirements\n\nSome AMSA Near Coastal Certificates of Competency require the applicant to already hold an appropriate marine radio operator certificate before applying to AMSA. \n\n\n\nSROCP\n\nThe Short Range Operator Certificate of Proficiency is used for VHF marine radio operations and is required for certain Near Coastal certificates\, including Coxswain Grade 1 Near Coastal. \n\n\n\nLROCP\n\nThe Long Range Operator Certificate of Proficiency covers VHF and MF/HF marine radio operations and is required for certain AMSA certificates\, including Master less than 24 metres\, Master less than 45 metres\, Master less than 100 metres and specified sailing-master certificates. \n\n\n\nMARC043 and the LROCP pathway\nMARC043 is the VET unit covering VHF and HF marine radio operation. A person who successfully completes the unit and receives the required nationally recognised certification may use the Unit of Competency recognition pathway with the AMC Office of Maritime Communications to apply for an LROCP\, subject to the AMC's current application\, identity\, age\, evidence and fee requirements.\n\n\n\nEntry and Pre-Enrolment\n\nMARC043 Transmit and receive information by marine radio has no prerequisite unit listed on the National Register. \n\nBefore confirming enrolment\, Paradigm Training Group (PTG) will review your training goals\, relevant maritime experience and qualifications\, language\, literacy\, numeracy and digital skills\, technology access and any support needs. PTG will then advise whether the training\, delivery arrangements and available support are suitable for you. \n\nPractical participation and support\n\nStudents must participate in practical and simulated marine-radio activities\, including VHF and HF radio communications\, distress\, urgency and safety communications\, operation of emergency radio equipment\, and basic equipment checks and fault finding. Please discuss any condition or support need that may affect participation with PTG before training begins. \n\nReasonable adjustments may be available where appropriate\, provided they do not remove competency requirements\, compromise assessment validity or safety\, or override applicable regulatory requirements. \n\n\nMarine radio certification\n\nMarine radio operators must hold the appropriate radio qualification for the equipment they operate. MARC043 covers both VHF and HF marine radio operation and is aligned with the Long Range Operator Certificate of Proficiency (LROCP). \n\nAfter successfully completing MARC043 and receiving a Statement of Attainment\, you may apply to the Australian Maritime College (AMC)\, acting as the Australian Communications and Media Authority (ACMA) delegate\, for the issue of an LROCP without sitting a further examination. Separate application requirements and fees may apply. \n\nMARC043 is also used as part of some AMSA maritime certification pathways. If you are completing this unit for an AMSA Certificate of Competency\, you should separately check the current AMSA requirements for the certificate you intend to obtain. \n\n\nUnique Student Identifier (USI)\n\nYou must provide a valid USI before PTG can issue your Statement of Attainment\, unless a lawful exemption applies. \n\n\n\nUnit Delivery\n\nPTG offers MARC043 through a blended delivery model combining online pre-learning\, trainer-supported study\, a face-to-face practical workshop and competency-based assessment. \n\n\n\n1\n\nOnline Pre-Learning\n\nLearning resources and theory assessment\n\n\n\n2\n\nPractical Workshop\n\nHalf face-to-face practical day\n\n\n\n3\n\nAssessment\n\nPractical assessment\n\n\n\nEnrolment period: up to three months\nStudents are provided up to three months to complete the required training and assessment activities. The unit may be completed earlier where the student completes the required learning and demonstrates all competency requirements sooner.\n\nOnline activities must be completed as directed\nOnline pre-learning and formative activities identified by PTG must be completed before the applicable face-to-face practical and assessment activities.\n\nTrainer and assessor support is available during the enrolment period. Where additional learning\, practice or evidence is required\, PTG may arrange further training or assessment opportunities in accordance with the student's needs and PTG policies. \n\nAdditional attendance does not alter the competency requirements and does not guarantee a successful outcome. \n\n\n\nTraining and Assessment Activities\n\nTo be assessed as competent\, the student must demonstrate the knowledge and practical skills required by MARC043. Activities may include: \n\n\nMarine Radio Operations\n\n\n	VHF and HF radio selection and operation.\n	Radiotelephony procedures.\n	Digital selective calling procedures.\n	Distress\, urgency and safety communications.\n	Routine and operational communications.\n\n\n\nEquipment and Emergencies\n\n\n	Routine radio-equipment checks.\n	User maintenance and fault finding.\n	EPIRB\, SART and AIS-SART checks and operation.\n	AIS-MOB and DSC-MOB operation.\n	Search-and-rescue communication procedures.\n\n\n\n\nCompetency-based assessment\nAttendance alone does not result in a competent outcome. The student must satisfactorily demonstrate all applicable knowledge and performance requirements of MARC043.\n\n\n\nTraining Location and Resources\n\nPrimary Training Location\nParadigm Training Group\nBuilding A05\, 1 Boatworks Drive\nCoomera QLD 4209\n\n\nStudent Requirements\n\n\n	Computer or tablet.\n	Reliable internet connection.\n	Current web browser.\n	Active email address.\n	Basic digital skills\, with support where appropriate.\n\n\n\nProvided by PTG\n\n\n	Training and assessment resources.\n	Marine-radio training equipment required for the practical workshop.\n	Applicable emergency radio-device training resources.\n	Trainer and assessor support.\n\n\n\n\nPTG will advise students before the practical workshop if any additional personal items are required. \n\n\n\nCertification Issued by PTG\n\nA student assessed as competent in MARC043 will receive nationally recognised AQF certification documentation for: \n\n\nStatement of Attainment\n\nMARC043\n\nTransmit and receive information by marine radio\n\n\nA Statement of Attainment is not an LROCP.\nA student seeking the LROCP must separately apply through the AMC Office of Maritime Communications and satisfy its current certification requirements.\n\n\n\nLROCP and Regulatory Pathway\n\nMarine radiocommunications are regulated under the Radiocommunications Act 1992 and current ACMA radiocommunications instruments. SUMMARY:HLTAID009 Provide Cardiopulmonary Resuscitation - 2025
DESCRIPTION:Provide Cardiopulmonary Resuscitation Fee-For-Service\nHLTAID009\n\n\nNationally Recognised Training\n\nHLTAID009 Provide Cardiopulmonary Resuscitation\n\nDevelop the practical skills and knowledge required to recognise a cardiac emergency\, perform cardiopulmonary resuscitation and safely use an Automated External Defibrillator.\n\n\n\n\nDelivery\n\nOnline & Practical\n\n\n\nPractical Workshop\n\nHalf-Day Practical\n\n\n\nEnrolment Period\n\nUp to 3 Months\n\n\n\nCourse Outcome\n\nStatement of Attainment\n\n\n\n\nCourse Overview\n\nHLTAID009 Provide Cardiopulmonary Resuscitation is a nationally recognised unit of competency that provides participants with the skills and knowledge required to perform cardiopulmonary resuscitation in accordance with Australian Resuscitation Council guidelines. \n\nThe unit applies to people who may be required to provide CPR in a range of workplace and community settings and focuses on recognising a cardiac emergency\, assessing a casualty\, performing CPR\, safely using an Automated External Defibrillator (AED)\, communicating with emergency services and reviewing the emergency response. \n\nParadigm Training Group delivers HLTAID009 through a blended learning model. Participants complete required online learning and knowledge activities before attending a practical face-to-face workshop where CPR and AED skills are developed\, practised and assessed. \n\nPractical sessions are hands-on and scenario-based. Where appropriate\, scenarios may be contextualised to reflect the types of environments or emergency situations participants may encounter in their workplace or community setting. Contextualisation does not alter or remove any competency or assessment requirement of HLTAID009. \n\nImportant\nHLTAID009 is a nationally recognised unit of competency. Successful completion results in a Statement of Attainment. It is not a standalone qualification\, occupational licence or guarantee of employment.\n\n\n\nCPR and Queensland Workplace Requirements\n\nHLTAID009 may be appropriate for people who are required by an employer\, industry body or workplace procedure to maintain current CPR skills\, or for anyone wishing to develop the ability to respond to a cardiac emergency. \n\nHLTAID009 is CPR training only\nCompletion of HLTAID009 alone should not be assumed to satisfy the training requirements for a designated workplace first aider. The Queensland First aid in the workplace Code of Practice 2021 states that\, as a minimum\, workplace first aiders should hold nationally recognised Provide First Aid training or training providing equivalent skills. Additional training may also be required depending on workplace risks.\n\nThe Queensland Code of Practice recommends that first aiders undertake CPR refresher training annually to refresh their skills and confirm their competence. \n\nEmployers and participants should confirm any specific CPR or first aid requirements that apply to their workplace\, industry\, licence\, professional registration or other regulatory arrangement. \n\n\n\nEntry and Pre-Enrolment\n\nThe training package does not specify prerequisite units for HLTAID009. \n\nBefore enrolment is confirmed\, Paradigm Training Group will consider whether the course\, delivery arrangements and available support are suitable for the prospective student. \n\n\n\nLearning and participation\n\n\n	Language\, literacy and numeracy skills.\n	Digital literacy and ability to access online learning.\n	Access to suitable technology and internet.\n	Previous relevant training where applicable.\n	Any support or reasonable-adjustment requirements.\n\n\n\n\nPractical participation\n\n\n	Ability to participate safely in practical CPR scenarios.\n	Ability to work at floor level for adult CPR assessment.\n	Ability to perform repeated chest compressions and ventilations.\n	Any injury\, condition or circumstance affecting practical participation should be discussed with PTG before the workshop.\n\n\n\n\nMandatory CPR assessment requirement\nParticipants must perform at least two minutes of uninterrupted single-rescuer CPR on an adult resuscitation manikin placed on the floor. Participants must also perform at least two minutes of uninterrupted CPR on an infant resuscitation manikin placed on a firm surface. These are mandatory assessment requirements of HLTAID009.\n\nReasonable adjustment may be available where appropriate. Reasonable adjustment cannot remove an essential competency requirement\, alter mandatory practical assessment requirements\, compromise assessment validity or create an unacceptable safety risk. \n\nStudents must provide a valid Unique Student Identifier (USI) before nationally recognised certification can be issued\, unless a lawful exemption applies. \n\n\n\nCourse Delivery\n\nHLTAID009 is offered over an enrolment period of up to three months through a blended combination of online learning\, knowledge assessment and face-to-face practical training and assessment. \n\n\n\n1\n\nOnline Learning\n\nLearning resources and theory activities\n\n\n\n2\n\nPractical Workshop\n\nTypically delivered over a half-day session\n\n\n\n3\n\nAssessment\n\nKnowledge and practical competency assessment\n\n\n\nActual workshop duration may vary according to cohort size\, learner needs and the time required for each participant to complete all mandatory practical training and assessment activities. \n\nOnline Learning\n\nRequired online learning should be completed before attending the practical workshop unless an alternative arrangement has been approved by Paradigm Training Group. Online activities may include: \n\n\n	Reading learner resources.\n	Reviewing instructional material\, presentations and videos.\n	Completing knowledge and formative activities.\n	Contact with trainers and assessors by phone\, email or other approved communication methods where assistance is required.\n\n\nFace-to-Face Practical Workshop\n\nFollowing completion of the required online component\, participants attend a face-to-face practical workshop involving trainer demonstrations\, guided CPR practice\, AED operation\, realistic emergency scenarios and practical competency assessment. \n\nWorkshop dates\, commencement times\, expected duration and delivery locations are provided during the enrolment and booking process. \n\nGroup and workplace training\nBusinesses and organisations may request customised group training for five or more participants. It also includes the operation of an Emergency Position Indicating Radio Beacon (EPIRB). \n\nTraining and assessment covers: \n\n\n	Selecting and operating marine VHF radio equipment.\n	Transmitting and receiving routine marine radio messages.\n	Using correct distress\, urgency and safety communication procedures.\n	Applying marine radio protocols and digital selective calling (DSC) procedures.\n	Accessing search-and-rescue radio services and communicating required information.\n	Checking\, maintaining and operating EPIRBs in accordance with manufacturer instructions and regulatory requirements.\n\n\nAustralian Waters Qualification operating area\nThe AWQ is for marine VHF radio use within the Australian territorial sea and on inland waterways. The Australian territorial sea generally extends to 12 nautical miles from the coastal baseline.\n\nImportant - the AWQ has limits\nMARC059/AWQ does not authorise HF marine radio operation and does not replace an SROCP\, LROCP\, GMDSS certificate or another radio qualification where one of those qualifications is specifically required.\n\nView MARC059 on training.gov.au View ACMA Marine Radio Qualifications \n\n\n\nAustralian Waters Qualification and Legal VHF Operation\n\nMarine radiocommunications are regulated under the Radiocommunications Act 1992 and current ACMA instruments. The current Radiocommunications (Maritime Ship Station) Class Licence 2025 recognises the Australian Waters Qualification for marine VHF operation within the Australian territorial sea. \n\n\nIf you hold MARC059 / AWQ\n\nA Statement of Attainment for the Australian Waters Qualification satisfies the Class Licence qualification requirement for operating a marine VHF station within the Australian territorial sea\, subject to the applicable licence conditions and operating requirements. \n\n\nSupervised Operation\n\nThe current Class Licence also permits a person to operate a VHF maritime ship station within the Australian territorial sea under the supervision of a person who holds an accepted qualification. \n\n\n\nThe old 2001 Class Licence is no longer current\nEarlier MARC059 material refers to the Radiocommunications (Maritime Ship Station - 27 MHz and VHF) Class Licence 2001. The current instrument is the Radiocommunications (Maritime Ship Station) Class Licence 2025\, as amended. Current legislation should be relied upon where older training-package material has not yet been updated.\n\nCurrent Maritime Ship Station Class Licence ACMA Australian Waters Qualification \n\n\n\nAWQ\, SROCP and LROCP - Which One Do You Need?\n\nThe correct marine radio qualification depends on the equipment being operated\, where it will be operated and whether a separate AMSA Certificate of Competency has a specific radio-certificate requirement. \n\n\nAWQ - MARC059\n\nFor marine VHF radio operation within the Australian territorial sea and inland waterways\, subject to the applicable operating conditions. \n\n\nSROCP\n\nAn internationally recognised VHF certificate required for some AMSA Near Coastal Certificates of Competency\, including Coxswain Grade 1 Near Coastal. \n\n\nLROCP\n\nAn internationally recognised VHF and MF/HF certificate required for certain higher-level AMSA Near Coastal Certificates of Competency\, including Master less than 24 metres and Master less than 45 metres. \n\n\n\nCheck your intended licensing outcome before enrolling.\nMARC059/AWQ should not be advertised as a substitute for an SROCP or LROCP where AMSA specifically requires one of those certificates. If your goal is an AMSA Certificate of Competency\, confirm the radio qualification required for that certificate before enrolling.\n\nView AMSA marine radio certificate requirements \n\n\n\nEntry and Pre-Enrolment\n\nMARC059 Transmit and receive information by marine VHF radio within Australian Territorial Waters has no prerequisite unit listed on the National Register. \n\nPractical participation and support\n\nStudents must participate in practical or simulated marine VHF radio activities\, including transmitting and receiving routine and emergency communications\, Digital Selective Calling (DSC)\, distress\, urgency and safety procedures\, and Emergency Position Indicating Radio Beacon (EPIRB) operation. \n\nReasonable adjustments may be available where appropriate\, provided they do not remove competency requirements\, compromise assessment validity or safety\, or override applicable regulatory requirements. \n\n\nMarine VHF radio and regulatory requirements\n\nMARC059 applies to the operation of marine VHF radio equipment within Australian Territorial Waters and includes regulatory requirements for marine radio communications\, DSC and EPIRB operation. \n\nThe unit is also identified as one of the requirements for certain Australian Maritime Safety Authority (AMSA) certifications. If you are undertaking MARC059 as part of an AMSA certification pathway\, review the current AMSA certification requirements applicable to the Certificate of Competency you intend to obtain. \n\nCompletion of MARC059 does not by itself guarantee the issue of an AMSA Certificate of Competency or satisfaction of any other separate licensing or regulatory requirements. \n\n\nUnique Student Identifier (USI)\n\nYou must provide a valid USI before PTG can issue your Statement of Attainment\, unless a lawful exemption applies. \n\n\n\nUnit Delivery\n\nPTG offers MARC059 through a blended delivery model combining online pre-learning\, trainer-supported study\, a face-to-face practical workshop and competency-based assessment. \n\n\n\n1\n\nOnline Pre-Learning\n\nLearning resources and theory assessment\n\n\n\n2\n\nPractical Workshop\n\nHalf face-to-face practical day\n\n\n\n3\n\nAssessment\n\nPractical assessment\n\n\n\nEnrolment period: up to three months\nStudents are provided up to three months to complete the required training and assessment activities. The unit may be completed earlier where the student completes the required learning and demonstrates all competency requirements sooner.\n\nOnline activities must be completed as directed\nOnline pre-learning and formative activities identified by PTG must be completed before the applicable face-to-face practical assessment activities.\n\nTrainer and assessor support is available during the enrolment period. Where additional learning\, practice or evidence is required\, PTG may arrange further training or assessment opportunities in accordance with the student's needs and PTG policies. \n\nAdditional attendance does not alter the competency requirements and does not guarantee a successful outcome. \n\n\n\nTraining and Assessment Activities\n\nTo be assessed as competent\, the student must demonstrate the knowledge and practical skills required by MARC059. Activities may include: \n\n\nMarine VHF Radio Operations\n\n\n	Selecting VHF radio equipment for operation.\n	Transmitting and receiving normal radio messages.\n	Distress\, urgency and safety communications.\n	Correct calling\, replying and relaying procedures.\n	Digital selective calling awareness and procedures.\n	Use of correct channels and marine radio protocols.\n\n\n\nSearch and Rescue / EPIRB\n\n\n	Accessing VHF search-and-rescue facilities.\n	Providing and receiving required information.\n	Checking EPIRB operational capability.\n	Understanding 406 MHz and 121.5 MHz homing functions.\n	Operating an EPIRB in a distress situation.\n\n\n\n\nCompetency-based assessment\nAttendance alone does not result in a competent outcome. The student must satisfactorily demonstrate all applicable knowledge and performance requirements of MARC059.\n\n\n\nTraining Location and Resources\n\nPrimary Training Location\nParadigm Training Group\nBuilding A05\, 1 Boatworks Drive\nCoomera QLD 4209\n\n\nStudent Requirements\n\n\n	Computer or tablet.\n	Reliable internet connection.\n	Current web browser.\n	Active email address.\n	Basic digital skills\, with support where appropriate.\n\n\n\nProvided by PTG\n\n\n	Training and assessment resources.\n	Marine VHF radio equipment or approved simulation resources required for assessment.\n	EPIRB training resources.\n	Trainer and assessor support.\n\n\n\n\nPTG will advise students before the practical workshop if any additional personal items are required. \n\n\n\nCertification Issued by PTG\n\nA student assessed as competent in MARC059 will receive nationally recognised AQF certification documentation for: \n\n\nStatement of Attainment\n\nMARC059\n\nTransmit and receive information by marine VHF radio within Australian Territorial Waters\n\n\nNo separate AMC application is required for the AWQ.\nUnlike the SROCP and LROCP pathways\, the MARC059 Statement of Attainment issued by an appropriately authorised RTO is itself the Australian Waters Qualification recognised by ACMA.\n\n\n\nFees and Payment Information\n\n\nPTG Fee-for-Service Unit Fee\n\n$140.00\n\n\n\n$140.00 is payable to PTG prior to commencement and access to the applicable online training platform. \n\nThe PTG unit fee covers the MARC059 training and assessment services and the training resources provided by PTG for this offering. \n\nNo separate AWQ issue fee\nSuccessful completion results in PTG issuing the nationally recognised Statement of Attainment that is recognised as the Australian Waters Qualification. There is no separate AMC examination or certificate-issue process for the AWQ.\n\nOther maritime costs are separate\nAny costs associated with other radio qualifications\, AMSA Certificates of Competency\, vessel licensing\, radio equipment\, travel or other external requirements are not included in the $140 MARC059 unit fee unless PTG expressly advises otherwise.\n\n\nRefunds and withdrawals\nPTG's applicable refund\, withdrawal and cancellation arrangements are set out in the Paradigm Training Group Student Handbook and associated published policies. Students should review these requirements before enrolment and payment.\n\n\n\nPrevious Training and Recognition\n\nProspective students who already hold MARC059\, the superseded equivalent MARC019\, an SROCP\, LROCP\, MROVCP\, MROCP\, GMDSS certificate or another potentially relevant radio qualification should contact PTG before enrolling so unnecessary duplicate training can be avoided. \n\n\nCredit Transfer\n\nCredit Transfer may be available where valid AQF certification documentation or an authenticated USI transcript demonstrates successful completion of MARC059 or an officially equivalent unit\, including where applicable MARC019. \n\n\nRecognition of Prior Learning\n\nRPL may be considered where sufficient\, valid\, authentic and current evidence demonstrates all requirements of MARC059. PTG will advise the applicant about evidence and assessment requirements before proceeding. \n\n\n\n\n\nStudent Support and Rights\n\nParadigm Training Group provides support according to the student's individual needs and the requirements of MARC059. \n\n\n	Language\, literacy and numeracy support.\n	Digital-literacy and online-learning support.\n	Assistance accessing training resources.\n	Additional trainer guidance and feedback.\n	Reasonable adjustment where appropriate.\n	Further training or assessment opportunities in accordance with PTG policy.\n	Referral to external support or wellbeing services where appropriate.\n\n\nSupport and reasonable adjustment cannot remove the competency requirements of MARC059\, compromise assessment validity\, override ACMA/AMSA requirements or guarantee a successful outcome.\n\nInformation about fees\, refunds\, privacy\, complaints and appeals\, student responsibilities and support is available in the Paradigm Training Group Student Handbook. Prospective students should review the applicable information before enrolment or payment. \n\n\n\nTraining product requirements\, licensing and regulatory requirements\, application processes\, fees and other external requirements may change from time to time.
